| Currently, global climate warming has an increasing influence on the biophysical environment and human existence. That carbon emission is the main cause of global warming has attracted immense attention and reaction from various stakeholders. It has even become a new way of fighting development rights in national competition. Consumption-based carbon emissions calculate carbon emissions and divide responsibilities as a consumption perspective. It has several advantages compared to production-based carbon emissions, for example, it can solve the problem of carbon leakage in international trade and transport. The northeast three provinces as a old important industrial base, carbon emissions are also growing along with the rapid economic development. Thus, it is fairness and objectivity to analyze carbon emission of provinces based on a consumption perspective. How to correctly calculate the carbon emissions of the northeast three provinces favored to formulate feasible carbon emissions policy and management measures control the growth of the northeast three provinces of carbon emissions. And develop low-carbon economy is related to the three northeastern provinces an important part of achieving economic, environmental and social sustainable development.This paper elaborates the accounting method of domestic inter-provincial carbon emission based on the2007input-output table and provincial statistics yearbook, analyses the spatial variability and influence factors of the northeast three provinces. Paper comprises six parts: First, introduction. The first part details the topics of the background papers, research and the relevance of the theoretical and research-related review on the study at home and abroad, and summarizes the technical route and innovation points.Second, related basic theory. The second part introduces the related theory about carbon emissions, including the low-carbon economy, the eco-environmental externalities theory, the sustainable development theory, the labor district division of labor theory and carbon trading and emission rights theory.Third, content and accounting system of consumption-based carbon emissions. The third part summarizes the recent advances in consumption-based carbon emissions in international trade and transport, elaborates its content and accounting system, points out its loopholes. The mainstream of the method is input and output method.Fourth, the spatial variability of the northeast three provinces. The fourth part is a key part of the thesis. This part calculates consumption-based carbon emissions of the northeast three provinces based on the analysis of the consumption structure and evolution process of Heilongjiang, Jilin, and Liaoning. And detail introduces spatial variability of the northeast three provinces.Fifth, influence factors. The fifth part demonstrates influence factors of consumption-based carbon emissions. It includes energy factor, interregional product exchange, economic development and science and technology innovation.Sixth, conclusion. The sixth part mainly puts forward some conclusions and measures based on the research analysis in front. |
