| By constraining energy intensity to improve energy efficiency, Henan province has achieved remarkable results in terms of energy saving and emission reduction during 12 th FYP(2011-2015). In the end of 2015, Henan government has overfulfilled the 16% energy intensity reduction target, which cut its energy consumption per unit of gross domestic product by 22.3% of 2010 levels by 2015. However, due to the large base of energy consumption in Henan, relying solely on the constraint of energy intensity cannot be effectively restricted the rapid growth of energy consumption. Therefore, targets for both energy intensity and energy consumption will be taken as binding targets in the 13 th FYP(2016-2020). To promote regional industrial restructuring, and achieve sustainable and healthy development of economy and society, total energy consumption and intensity targets should be decomposed to local reasonably.Firstly, the energy consumption and economic development as well as the related policy of energy saving and emission reduction in Henan province and its cities were analyzed. Secondly, with the restriction of reducing Henan’s energy intensity by 16% during 13 th FYP, preliminary allocation result of energy intensity targets was obtained by constructing preliminary decomposition model. Then the preliminary allocation result of energy intensity targets was improved by a synthetic method consisting of AHP, clustering method and sensitivity analysis, and an optimal regional allocation scheme of energy intensity targets was obtained. Finally, based on the regional allocation scheme of energy intensity, the comprehensive index evaluation system of energy consumption was established to allocate the energy cap target from provincial level to regional level. With this, the targets of energy intensity and energy cap in Henan province during 13 th FYP were allocated to each region.The regional allocation results of the energy cap and energy intensity targets demonstrate that:(1) the regional allocation results of energy intensity was divided into the third and fifth area classification plans. In third area classification plan, Zhengzhou, Jiyuan and Luoyang with high comprehensive score were allocated the larger energy-saving obligations at 17%, respectively. On the contrary, Zhoukou and Zhumadian with low comprehensive score were allocated the lower energy-saving obligations at 15%, respectively. In fifth area classification plan, Zhengzhou, Jiyuan and Luoyang still bear the larger burdens at 18%, respectively. However, Zhoukou, Zhumadian and Shangqiu were allocated the lower energy-saving obligations at 14%, respectively. The industrial regions with a great variation were affected by the classification plans;(2) in the regional allocation scheme of energy comsumption controlled targets, the higher the value, the more responsibility a province should take, and the lower controlled growth rate a province will be allocated. Zhengzhou, Luoyang and An yang with the great economic conditions and energy needs were assigned the controlled targets at 42.01 Mtce, 25.81 Mtce and 21.71 Mtce, respectively. Zhumadian, Zhoukou, Kaifeng and Luohe with underdeveloped economy and technology were allocated the controlled targets at 13.15 Mtce, 10.83 Mtce, 10.40 Mtce and 8.67 Mtce, respectively;(3) industrial sectors play a key role in Henan province. Energy conservation in industrial sectors is the crucial factors to achieve the targets of energy intensity and energy cap in Henan province and its cities. |
