With the rapid development of the national economy, the concept of sustainable development with "people-oriented" gradually practices better and people concern much more and more about the development of the construction industry which is connected firmly with people’s livelihood. A construction project in any stage of the run from the investment, design, construction to completion is inseparable from correct and effective decision-making. Because of construction’s fixity, production complexity and the operating environment of the high-risk, right decisions are always requested. As a labor-intensive industry, the prevalence of extensive management, leadership racking our brains decision-making in construction industry usually caused a significant loss of things, therefore the construction sector enterprises need more scientific management. As a pioneer of operating activities, slight error of decision making in the beginning will cause larger deviations in actual operating results. As the major contributor to the national economy, large private construction companies’ corporate strategic decisions and business decisions will have huge impacts on social, economic, therefore need special attention.This study builds a core decision-making team of an informal organization based on large-scale construction enterprises decision-making mechanism of the status quo, and forms an indicator system by qualitatively analyzing the building influencing factors at the enterprise level and team level. Different from conventional research directly apply the data from the experts to solving approach, experts’level of reliability are inspected and screened by K_L entropy method first. Then the effectiveness of the system is adjusted from the redundancy and sensitivity angle with the data from experts. The solving method called combined portfolio weighting method of index weight is the combine use of maximum entropy criterion and optimization theory, which greatly reflects random combinations of attributes between the subjectivity and objectivity. Finally, the influencing factors are classified into very important, important and less important level, which provides a reference for core decision-making team building in large construction enterprises. The application of the index system in a case performs better.The paper provides important theoretical basis and guiding ideas for large construction companies in building the core decision-making team by refining, adjusting and quantitative analysis of influencing factors. Besides, entropy chaos degree of ideological, distance entropy and maximum entropy criteria are better applied in this research.
