| Urban surveying is an industry which provides the basic geographic information and survey technology service for city planning, construction and management. It’s a kind of basic, public and previous work to ensure the sustainable socio-economic development. Currently, about90percent of survey institutions are the state-owned. In2011, Chinese government has finally confirmed the re-structure schedule for the state-owned institutions and the requirement is to complete the systematization of the state-owned institutions and assure reform of administrative institutions and the institutions engaged in production activities basically completed in the next five years. So, institutions of city survey are facing the severe crisis of survival. On the other hand, traditional surveying and mapping industry is at an important stage of transition to the direction of the geographic information industry. The broad market brings the opportunity for the development of surveying and mapping institutions. It’s the urgent demand for the institution of surveying and mapping to formulate the development strategies suited to its industry characteristics.This article takes KC, the representative institution of urban surveying as an example to deeply research and investigate the development strategy for the institutions of urban surveying. For the analysis of external environment, it applies PEST model and finds out the external opportunity and threat for KC development from the analysis of policy, law, economy, society, culture and technology. This article also analyzes the situation of industry competition by application of some tools such as Porter’s five force model and product life cycle. By the analysis of internal advantage and disadvantage, this article overall shows the visible resource, invisible resource and ability. EFE and IFE has been formed through above analysis. And then SWOT has been established and KC alternative strategy has been confirmed.According to the research achievements, KC’S vision and development strategy has been identified. The development strategy of KC are:To promote reform&innovation; to focus on the research of geographic information product and provide perfect surveying and mapping technologic service to government and public; to become the city survey institution which wins the1st place of the western institutions by the implementation of innovation, diversification, market development differentiation and brand strategy. KC must reform through organization, production process, human resources, performance appraisal and compensation management to support the strategic objectives.The study of this article shows the institution of urban surveying must make decisive choice and make full use of the short transition period to exert its own advantage and determine the future development strategy. Besides, it’s necessary to finish the internal management reform and talent reservation to enhance the market competitiveness for meeting the upcoming restructure and harsh market competition. Theory has been closely integrated with practice in this article, which not only has strong practical significance to the development of KC, but also reference value to the institutions in the same classification. |
