Research On Cooperation Mechanism Of University Industry And Government Based On Low Carbon Technology Innovation

With the rapid social development and the large-scale exploitation of natural resources, the environment and resources are facing with great challenges, so solving the global warming problem has never been so urgent for human beings. Currently, the Low-carbon Economy has been the global development theme. Its development pattern focuses on low energy consumption, low pollution and low emission, aiming to build new rules for the organic combination among climate change, energy security and the promotion of sustainable development of the economic society.Based on the fundamental requirements of Scientific Outlook on Development, it need follow the inherent law of energy-saving and emission-reduction and low-carbon economy development to explore the low-carbon economy technologies and to build its technological innovation system. The innovation cooperation of University Industry and Government is an important type for technological innovation of the enterprises, which is the coordination and integration of different social divisions such as education, production and policy in function and resources advantages, and is an effective means to promote enterprises’ innovation and speed up scientific achievements’ transformation, and also is a strategic measure to promote the fusion of science and economy and improve competitiveness. It has a strong theoretical value and practical significance for improving the low-carbon development level, to strengthen the research on low-carbon technology innovation cooperation mechanism of University Industry and Government.This paper starts with the study on the connotation of low-carbon economy and technological innovation and their development trends, and furthers analyzing the cooperation mechanism problem of University Industry and Government. Combined with hypercycle theory, this paper fully analyzes the inner relationship between University Industry and Government in low-carbon technology innovation, and deeply studies the meaning, problems and relevant suggestions and proposals of the cooperation mechanism.According to the current cooperation development level of low-carbon economy technological innovation, a comprehensive evaluation index system is built, and the evaluation method study is conducted based on Delphi method, Analytic Hierarchy Process (AHP), Fuzzy comprehensive evaluation etc. Finally, a comprehensive management security system for the cooperation of low-carbon technology innovation of University Industry and Government is established, which provides a good theoretical reference and practical guidance for improving the cooperation mechanism of University Industry and Government and the management level of low-carbon technological innovation.
