Research On The Promotion Mechanism Of The Cooperation Of Government, University, Research Institute, Industry In The Convergence Of Interest

In recent years, Government pay more and more attention to the University-Industrycooperation, which is an important way to improve the national innovation ability and thelevel of science and technology. Governments promote many policies to raise the level of thecooperation. Studies have shown that the government intervention can increase theeffectiveness, but there are many problems, such as the practical application of the results,lack of information and data, the mining data depth analysis. National Twelfth Five-YearDevelopment Strategy proposed that put the key guidance and support innovative elementsinto enterprises, increase the support scientific and technological resources for enterprises andaccelerate the establishment of the innovation system with enterprises as the mainstay,market-oriented, a combination of technology. so this paper will explore the quartet forms ofcooperation and propose mechanisms to promote cooperation from the study on theconvergence of interest of government, university, research institute, industry.Firstly, this paper introduces the background and study significance about this paper, andsummarize the current study situation through the analysis of literature and research on thecooperation of government, university, research institute, industry at home and abroad. thenfurther analysis of the underlying theory: Triple Helix Theory, Synergy Theory, Technologylife cycle theory and Transaction cost theory to provide theoretical basis for cooperation.Secondly, this paper analyzes convergence of interest of government, university, researchinstitute, industry on the basis of the R&D expenditure statistical data. Based on this,described the co-operation status respectively.then draw that the cooperation is a convergenceof interests, through detailed analysis of the characteristics of scientific interests andaspirations of cooperation which found a meeting point for the quartet cooperation.Thirdly, Propose the concept of the cooperation of government, university, researchinstitute, which focus on the data mining analysis, based on the comparative analysis with thetraditional concept. On this basis, explained the advantages, problems, factors of cooperation,to lay the foundation for proposing the promotion mechanisms. Then verify the necessity ofgovernment-led quartet cooperation by game theory, and propose the forms of cooperation. Inaddition, take the statistical analysis of enterprises boilers in Tianjin as an example to confirmthe actual effect of cooperation.Finally, propose mechanisms to promote cooperation combined with the problem occurring inthe statistical analysis process,based on the the above analysis，in order to provide a referencefor the further cooperation.
