Sanlin Town is located in the Shanghai Pudong new area, the bank of the Huangpu River, on both sides of outer ring. Sanlin Town that used to be the edge of south of Pudong District become the heard of Pudong district, the advantage has become increasingly prominent, since Pudong District and Nanhui District merged together in2009. The merger of two Districts and the held of Shanghai World Expo bring new development opportunities and also raise higher requirements for how to optimize land utilization. Under the circumstances that the lands become important regional development bottleneck, putting effort on research of structure-optimization of land-utilization for Sanlin Town holds greater realistic significance.This paper is based on literature analysis methods and data analysis methods, The dissertation studies Pudong New District Sanlin Town land use structure optimization issues, based on the large number of field research. First this paper focus on Sanlin Town as a research object based on land use and land use structure optimization related concepts defined and the related theory grasped. Afterwards it introduces basics of the town, including administrative division, spatial structure evolution process and analyzing the Sanlin Town planning etc. afterwards it makes specific analysis of current land use structure and discussed the existing problems in detail. On the basis of the above research, focusing on analysis of Sanlin Town of future land use structure of the advantages, disadvantages, opportunities and challenges. By constructing a SWOT analysis matrix and combining with the current outstanding problems, it raises Sanlin Town land use structure optimization ways at a macro level.The study found that The Sanlin Town’s land-use advantages in the following aspects: highlight the advantages of geographic location, accessibility of the transport network, the rapid development of the specialty agriculture, the rapid development of emerging service industries. Disadvantages:the problems of land utilization structure, there’s much more openness on the existing plan, uncontinuous spatial structure of the town,a passive policy guidance urbanization. Opportunities facing:vigorously developing One of the new towns, the Pudong New Area in Shanghai to the12th five-Year plan policy-oriented, rapid economic development of town domains, industrial upgrading and restructuring, Sanlin homes driven real estate development. Facing treats:the short of land resources, population growth pressure, development imbalance of internal spatial, the increasing of peripheral region competition.By constructing a SWOT analysis matrix and combining with the current outstanding problems, it raises Sanlin Town land use structure optimization of four ways at a macro level.First, co-ordinating the layout of the area of land, clearing the town of domain functional position. Sanlin Town land use structure adjustment should be followed throughout the Pudong New Area land development strategies. Second, various types of land use structure must be integrated and the optimization of land use structure must be promoted. promoting the agricultural land transfer system, developing headquarters agriculture; promoting the industry gathered upgrade to accelerate the transformation of industrial orientation of the park; adjusting land the proportion of various public facilities, improving service levels; accelerating the green network construction and river training work; activating the urban stock land, deeping the excavation existing sites; Third, improving the existing urban planning and rising levels of planning. Dongming Road can be combined with Sanlin Town when needed; developing historical and cultural sites of conservation planning; increasing the protection of intangible cultural heritage; reasonable planning space layout driven urban spatial structure optimization and integration; Last, co-ordinating the development of residential areas, building livable communities. unified planning residential land; remediation efforts to increase the "breached" etc.
