Issues And Solutions On Natural Forest Protection Project In Tianquan Country

Natural forest protection project (NFPP) is an important project of ecological construction in China.Since its implementation, the project has made tremendous contributions to the sustainable development ofecological and socio-economic development.However, the contradiction between the ecological construction and economic development are always exists in a certain period, during the NFPP, differenteffects has been apparent to all kinds of interest entities:such as state, local governments, forestry companies, forestry workers, rural collective farmers.Some negative impacts rise to conflict if we do not take appropriate measures, the implement of NFPP will be certain extent affected.This paper is fully theoretical and practical.On the basis of fully reviewed the overall situation since the implementation of NFPP, take TianQuanCounty(Si Chuan Province) as major example, the author starts from the analysis of interactive relationship of forest resources conservation and socio-economic development through a series of interviews, studied of the interaction between various interest entities and conspicuous problems existing in NFPP.Such as the insufficient capital investment, poor conditions of infrastructure construction in State-owned forest area, loss did not get fully compensation, etc. Related policies and concrete measures has been proposed through the above fact. Such as compensation system should be established to the key ecological forest, increase in construction investment criteria, speed up of the restructuring of forest industry and state-owned forest area, provide forest industry development in special funds and policy support, etc. We have full confidence in TianQuan’s future development.
