Since the1980s, with the adjustment of industrial structure in rural areas, the development of rural leisure tourism may provide an important way of resolving the problems facing our agriculture, rural areas and farmers. The National Tourism Anti-Poverty Project is conducive to the development of the poverty rural leisure tourism. But for a long run, the construction of a new socialism rural area provides an excellent opportunity to the rural leisure tourism development. Simultaneity, with the flourishing development of tourism industry and the Diversified development progress of masses sightseeing tourism product, especially China tourism bureau confirm preserve the ecological environment with a social theme in1998, greatly promoting an important role in the rise and development of the rural leisure tourism.The rural leisure tourism has a huge developing space and very bighting developing prospects. Neijiang center municipal district is Neijiang advocate the city zone, situate at the middle reaches of Tuojiang River, the key to the Chengdu-Chongqing, the geographical superiority, the amphibious transportation extremely facilitates, scenic spots of high quality and great potential culture travel resources, a collection of unique and pleasant natural landscapes. In the recent years, the rural leisure tourism is doing rather well in Neijiang center municipal district, due to the influences of many different factors, which leads to a certain difficulties in the stages of development. In order to better development the traveling resources, promote the sustainable development of the tourist resources and by means of that to develop other relevant industries, especially improve farmers to wipe out poverty and transfer the surplus labor. It is important to make in-depth research of the rural leisure tourism in Neijiang center municipal district, placing the rural leisure tourism back on the right track and utilize resources at the right moment.Using literature review, multi-disciplinary synthesis method, the qualitative and quantitative analysis and on-the-spot investigation method, we have closely studied the development of rural leisure tourism resource in Central City of Neijiang city. By reading lots of literatures about the theory of rural leisure tourism, the research on the development of rural leisure tourism at home and abroad and the research on the development of rural leisure tourism in Central City of Neijiang city, the basic theory of rural leisure tourism, the experience of development of rural leisure tourism in foreign country and the research situation of rural leisure tourism resource in Central City, were reviewed systematically. We made an on-the-spot investigation on the typical tourism regions in Central City and mainly summarized the exploitation of rural leisure tourism in Central City. Furthermore, evaluation to problems existed in rural recreational tourism development is made and corresponding tourist developing strategies are also raised. It has important meaning of the development of rural recreational tourism resources of the downtown area.The thesis is divided into six parts. The first part and the second part introduce the meaning of this thesis, the development of research current progress, contents, technology and methods in tourism contribution in home and aboard, the basic concept and theory of the rural tourism. Chapter three makes comprehensive analysis on the current conditions and problems by wide-ranged material collection and on-the-spot investigation. There are many factor affecting this process of monocracy in the rural leisure tourism, for example, inadequate macro-management, lack of monopoly tourist resources, lower of the culture quality of the employed, inadequate fund, backward system of origination, lack awareness of environmental protection, inadequate propaganda and so on. The fourth part conducts close analysis of topical cases of developing the corridor of leisure and sightseeing region in Shili, through examining the history of developing, the supply and demand situation analysis, and the development model. Based on the corridor of leisure and sightseeing region in Shili, provide successful experiences of the rural leisure tourism in Neijiang center municipal district. The fifth part in discussing the current situation and problems of the rural leisure tourism in Neijiang center municipal district, using the principal component analysis method, the paper studies the factors influencing the rural leisure tourism. In the last part, based on the research of the idea of foreign and domestic experience in developing the rural leisure tourism, the characteristics of tourist resources in Neijiang center municipal district, and according to the traits of natural resources and the background of policy, the strategies of the rural leisure tourism sustainable development of Neijiang center municipal district were proposed, that government played a leading role, the policies for the development of the human resources, environmental treatment and landscape greenization, sustainable development, which are to extend the brand popularity, to build up brand, combine with constructing new socialism county and so on.
