Conversion of agricultural land is an inevitable phenomenon in the process of economic development. In the process of conversion of agricultural land, due to the existence of externalities of land use, government regulation has become particularly important, and government regulation of the regularity and efficiency of conversion of agricultural land there is a system, a comprehensive, objective grasp.Conversion Analysis of China’s agricultural land based on the use of DEA and the Malmquist TFP index model to measure China’s three major areas of agricultural land conversion efficiency, and the regional agricultural land conversion efficiency and changes in estimates and analysis, reveal the reasons of efficiency differences, and thus the reasonable regulation of Farmland Conversion status quo, to improve the conversion efficiency of the agricultural land, make policy recommendations to promote the rational and efficient use of land resources in China.Through research, to draw the following conclusions:①1999and2008, the average overall efficiency of the conversion of agricultural land in China, the level of pure technical efficiency and scale efficiency in general, only a few provinces to achieve optimal overall efficiency and scale efficiency. From1999to2008, overall efficiency of the three district level overall status of the eastern region> Central region> in the western region. Space gap of farmland conversion efficiency of the three major regions showing significantly narrowed the trend.②The level of the three major regions,1999to2008, the overall efficiency of the three regions are on the rise, and the enhancement of overall efficiency is the efficiency of the west> middle east, the western region of the most obvious. But note that the phenomena, in reality, it has a lot of difference. Improved efficiency of the eastern region is mainly due to improved efficiency of scale; central and western improved efficiency was mainly due to the upgrading of the respective pure technical efficiency. Decreased significantly during this period the regional technology, including the eastern technology was most obvious in the three regions of agricultural land conversion process, the apparent decline in technology led to a decline in total factor productivity.③This article found through research on China’s agricultural land conversion factors, raise the level of urbanization, the increase in GDP per capita and land-use comparative effectiveness of increase will accelerate the conversion of agricultural land, while the increase in investment in fixed assets, and the third the greater the proportion of industry in the structure of the industrial structure, optimization of industrial structure will slow the conversion of agricultural land.Based on the above findings, this paper proposes a reasonable regulation of agricultural land conversion to make policy recommendations:①At this stage of Farmland Conversion inadequate the phenomenon of resource elements, have a lot of room for growth for China’s agricultural land conversion efficiency can therefore be appropriate to reduce the amount of resources invested, while enhancing the ability to improve the efficiency of resource use, in particular to intensive economical use of land resources;②Of the conversion of agricultural land is no doubt about the growth of the economy, but the current Land Conversion and the improvement of the level of output, mainly relies on the investment of resources, and the extensive mode of economic growth. We should improve the technical level, the process to obtain the maximum benefit at minimum cost.Therefore, in the process of conversion of agricultural land, we want to apply modern science and technology, vigorously promote technological innovation, technology diffusion, technology transfer and introduction. Such as scientific planning, rational land use and agricultural land conversion process and the ability of the organization and management.
