Since reform and opening-up, along with the transformation of social economy, our country’s market economy is developing rapidly. Accordingly, the system of government reforms, thus the government is no longer the only organization to manage public affairs, and more and more non-governmental organizations are taking part in the management of public affairs. As the main force of non-governmental organizations, Industry Association and Chamber of Commerce plays a crucial role.Modern society is a society of competition for talents, so human resources management plays an important role in the development of Industry Association and Chamber of Commerce. Being important part of human resources management system, compensation management is particularly important. Therefore, it has very active practical significance in promoting the staffs working enthusiasm and improving the development of human resources management of Industry Association and Chamber of Commerce to use modern concept of management to design a compensation management system which meets the development of the Industry Association and Chamber of Commerce.Using those associations in Jiangmen as research subjects and adopting the theory of modern compensation management, this paper redesigns the compensation management system of Jiangmen’s Industry Association and Chamber of Commerce. At first, based on the related theories and researches on compensation and Industry Association and Chamber of Commerce, conclude the problems and shortcomings presently existing in remuneration system through analyzing the present conditions of human resources and compensation management in Industry Association and Chamber of Commerce. Secondly, in accordance with the problems and shortcomings of present salary system, generate the compensation strategy of mixed pattern and high flexibility which suits its development by combining the goals and principles of compensation design on Industry Association and Chamber of Commerce. By applying "International Position Evaluation System" and Broad Banding, evaluate the positions, rank compensation of them, and determine reasonable accounting standards. Through using Combined Analysis to analyze employees’ payment preference combination of Industry Association and Chamber of Commerce, figure out a compensation system that makes employees feel most satisfied based on control of human cost. At last, the article discusses how to implement and operate compensation management system effectively from three dimensions:the participation and support by leader and employee, standardized system and good publicity.It has great practical meanings to redesign the salary system of Industry Association and Chamber of Commerce in improving the standardization of its management, motivating employees’ initiative, and promoting the development itself.
