The Whole Village-based Model Of Land Consolidation In Anhui Province

Research purpose: to promote the development of land consolidation into a scientific way In Anhui province, to ensure the quality and quantity of cultivated land in different areas and different stages, to provide methods and approaches of land supply for ecological safety construction, industrialization, urbanization and new rural construction, to provide basis for land consolidation practice in the province each period, and to provide a reference for the land consolidation practice in nationwide.Research methods and content: on the basis of analyzing the origin, the basic practices, the role played in the economy, and the experiences and lessons in the advance of the whole village land arrangement in Anhui province, compares the regional difference of land consolidation, according to the differences of space layout, agricultural districts, farming system and natural condition in land consolidation planning it divides the land consolidation area in the whole province into Huaibei plain, Jianhuai wavy plain and hilly, coastal plain, Wanxi and Wannan hills. According to the different conditions in different areas, by using the regional profile of each area: the land arrangement project in Guzhen Haocheng town, the project in Changfeng zaojia town Songgang and Chenliu country, the advance of the whole village land arrangement in Fanchang town suncun yixing country, the land consolidation project in Xidi town Yixian country, using empirical analysis method to analyze the different construction points of each regional land consolidation project, it proofed that at present the whole village land arrangement in each region is only in primary mode. Based on empirical analysis about the important point of the land consolidation and rehabilitation projects in different areas, expounds the endowment of regional natural resource and social economic development situation more further, and the endowment of natural resource, the strategic direction of social economic development is the basis of the development direction of land consolidation, research shows that land consolidation in different natural areas are developing with the social and economic development, it is a dynamic process. To make land consolidation model it should consider the resources endowment and economic and social development needs from a province level, in different periods of the development, to execute the spatiotemporal difference land consolidation model. This paper based on the primary model and uses standard analysis method in the advance of the whole village land arrangement, and constructed the intermediate, advanced mode of the advance of the whole village land arrangement, these models can be regarded as the standard for land arrangement and make reference and practice in a province even national level.Research results: Through studying the advance of the whole village land arrangement in different areas and in different stages of primary, intermediate and advanced models, relying on natural resource endowment and social economic development situation, and constructed a harmonious land arrangement mode. In order to achieve the harmonious land consolidation model better, this paper puts forward the countermeasures and suggestions of the implementation of the land consolidation, and suggested that the agricultural land can be classified and graded, and applied to the land consolidation project, to lay the foundation for the comprehensive benefit evaluation system after construction of the project. Research conclusion: To actualize the advanced mode of land arrangement, to set up regional overall investment mechanism and diversity incentive mechanism of land consolidation.
