Large project scale, relatively complex construction conditions and a higher degree of risk, adverse selection and moral hazard between owners, contractors, designers and other stakeholders, party tend to sacrifice the interests of the other party to avoid the risk and improve profitability. Transaction costs and the high cost of production caused by the claims that losses may be greater, so that owners and contractors. Integrated procurement model came into being, research mainly elements of integration and full lifecycle integration, by its very nature is a project life cycle objects, each participating elements integrated as the core means of contract management, project value maximization for the final goal, combined with cost management, value management, system theory, through coordination, control, cooperation, to achieve the project objectives, the various stakeholders to achieve a win-win situation.In this paper, the theoretical basis of the detailed overview and introduction of relevant literature, to diagnose the problems of traditional procurement model, and integrated procurement model discussed innovative integrated conceptual model and given the relationship resolved owners, contractors, designers and other stakeholders against the idea. First, the article briefly describes the basic types of traditional procurement model, the implementation of the method, the advantages and disadvantages and application conditions, based on the principal-agent theory, analysis of moral hazard and adverse selection arising between owners and contractors in the traditional procurement mode, and double cycle model, diagnosed owners, contractors, designers, three against the crux of the relationship; then introduces the concepts and principles of integrated procurement mode, interface management theory, engineering alliance theory, given the success of the project procurement The key elements of the the integrated procurement conceptual model, and gave details of the trust relationship to establish the importance of corporate culture to establish and strengthen communication and feasibility of approaches; then on the basis of the conceptual model, the proposed integrated procurement model to solve four ideas of the contradictions of the traditional procurement model, that is a common goal-trust-exchanges, the establishment of a high-performance team, establish incentive and restraint mechanisms and joint risk management, and analyzes the implementation of the principle of incentive and restraint mechanisms, and the establishment of four incentive model reference for owners in accordance with the actual situation of the project; collected more success stories of foreign integrated procurement mode, introduced the basic situation, the characteristics of the project and the results achieved, summed up the successful purchase common for the follow-up study reference. Full model, qualitative analysis and multi-case demonstration, draw integrated procurement model can effectively resolve the stakeholders in the Project confrontational relations, and ultimately the project investment, quality, duration and goals, so that all parties to achieve a win-win situation.The focus of the implementation of the integrated procurement mode is the contract model of the design the Engineering Alliance contract model to promote the success of the project procurement.
