The H Group, a natural agricultural enterprises in large-scale belonging to Hainan State Farms Group which is major in cultivation of rubber and consolidated operating on agriculture and industry,has achieved initial success on implementation of the employees’ family long-term contracting reform by state-owned open-tapping Park, but there have been abnormal indeeds,like severe focus-on rights but administration, illegal operations, stealing and selling products. Of L branch, for example, the study of these issues tries to provide a reference for the Group H to solve this problem, and also want to provide reference for domestic counterparts to handle similar problems.The discussion on contract system clarifies the necessity for agriculture production to execute family contract and the enterprises to implement the contract system and the internal implementation of contract management system of job responsibility and positive role; at the same time, the discussion on enterprise and group’s model of management and control clarifies the importance and measures.The analysis on the tatus of the employees’ family long-term contract in the H Group’s state-owned open tapping Park, points out the existing problems and the causes of the existing problem, as well as,proposes the tube lifter ideas and specific measures. The research results are:(1) to clarify the employee family long-term contract in the state open tapping Park is different from the characteristics of the rural household contract management.(2) To discusses the need for appropriate control of the state-owned long-term contract open tapping park workers family.(3) To propose two changes to enhance the idea of control. Namely:the transition from "self-management" to "internal operations",the transition form"direct management"to"supervised management".(4) To propose four specific control measures. Namely:to establish a new system of management and control, to set a new process of management and control, to draft new rules of management and control,to ensure a new way to control.
