NR is an important strategic material. Nowadays the shortage of NR is more and more serious, which leads to growing dependence on imports of NR. So we must pay moer attention to the NR security issues. How to optimize resource allocation of NR and increase the solid elastomer output has becomed a rather necessary reseach direction. Under the existing technical system, the output of NR on Hainan farms has nearly been optimized. the traditional ways of increasing solid elastomer output ,such as expanding the growing area and increasing capital input, have more and more limitation.According to economic growth theory, optimizing resource distribution can promote economic growth. This paper believes that to improve production efficiency is an important way to optimizing resource distribution. The production efficiency is the input-output ratio of the factors of production , and it shows the proportion and distribution among all factors. Production efficiency is assessed in two aspects ,that is flexibility of factors of production, which shows the efficiency of factors, and the efficiency value which shows whether the factors distribution is reasonable. This paper adopts regression analysis and DEA model to calculate the elasticity coefficient and efficiency value respectively, so as to evaluate the production efficiency of NR on Hainan farms and analyze the effect of each factor on solid elastomer output.According to elasticity coefficient study, today's compounding structure of factors, such as capital and labor force, cannot bing a continual growth of solid elastomer output, and even the effect of farmland area on solid elastomer output is so limited. All these tell us that science and technology, system, management, and some other factors play important roles in increasing solid elastomer output . The production of NR on Hainan farms is faced with technological system and management system innovation. It is the primary way of improving NR output on Hainan farms to innovate the existing technological system so as to promote the technology transformation efficiency, and to change the management mode so as to optimize resource distribution. According to the efficiency value study, the comprehensive efficiency, technological efficiency and scale efficiency of Hainan NR companies have two levels, being effcienct and having a low efficiency, of which the former situation is dominating and the latter is secondary , and the efficiency potential of this low efficiency DMU can be developed. The above two studies show that system innovation has been the primary problem to be settled in a short term, and change in labor force structure and the cultivation of advanced production workers and management talents is rather necessary too.In the aspect of practical application, this research not only proves that it's a correct decision to innovate the management system of Hainan farms and perfecting the application of DEA model in NR production provides the basis and guidance for the resource allocation of NR in Hainan, but also proves that the opinion that the development of China's agriculture lacks money is not exactly correct , and we should analyze a certain problem in its specific environment.Thank my supervisor Professor Fu Guohua for his guidance and advice on Stratified Economic Theory ,NR industry and research methods in the past three years.
