In dealing with network planning optimization, the paper will be divided into two modules, First, build the network planning optimization model, Second, use the software to network planning optimization model.Network Project preparation and optimization requires a lot of complex calculations, especially for large projects and more complex network planning, manual preparation and optimization of network planning simply is not feasible, must rely on computer. At present, there are more domestic and international network planning software, a lot of project management software also has a network plan. But these software are mainly focused on the preparation of, modify, and day-to-day management of network planning, network planning optimization function is lacking, less flexible, and not very convenient to use. In addition, the price of many software is higher, its operation is more complicated, and it is not practical for many small and medium-sized projects, which are caused by the application of computer network planning optimization difficult. In response to these problems in the current project management, the paper through the system analysis, analytic hierarchy process, dimensionless, the membership function to determine and the distance formula, build a full account of time, cost and resource objectives mathematical model of network planning. And use Evolutionary Solver software and Crystal Ball software to solve the model, according to the weight of the input by the user, evaluate the technical and economic indicators for network planning optimization programs to measure their advantages and disadvantages, finally obtain the optimal network plan to meet the requirements of the program. The paper through engineering examples verifies the validity of the model and associated software.The paper uses more economical and commonly used software, so the solution is very easy to understand and modify, a large number of complex calculations are completed by the computer automatically and the final optimization results are reached. This makes the operability of the model in practice is greatly enhanced, also makes up for network planning technology in China to promote and enhance the project management level has a certain role.
