The public-owned tourism resources are of great tourism value in that it can bring tourists unprecedented tourism experience with their vast spatial extent, authenticity, the unique resource value. In recent years, adventure tourism with deep experience based on marine resources, forest ecology resources and a variety of cultural heritage resources is gradually replacing the traditional sightseeing tourism.However, due to the characteristics of "non-exclusive" and "competitive" of its utilization, the conflicts are becoming complex in the face of the public-owned tourism resources because of different stakeholders’interests. And the characteristic of "externality" makes the rush of the various stakeholders to the public-owned tourism resources, resulting in the "the tragedy of the commons" worldwide. How to effectively govern the "tragedy of the commons" phenomenon has become the focus of attention worldwide. And the emerging of various joint organizations oriented to the sustainable development of regional public-owned tourism resources has provided the reality basis for the study of the network governance of the public-owned tourism resource. This study, which is on the network governance of the public-owned tourism resources, is based on this background.The contents of the study are as follows:Firstly, this study reviewed the theory of network governance and made a detailed analysis of all governance mechanisms and their interactions. Combined with the conclusions of the concept and characteristics of the public-owned tourism resources, this study made the theoretical construct of network governance of the public-owned tourism resources in that it defined the key elements of the theoretical structure of the network governance and the dimensions of the performance evaluation of the governance.Secondly, this study designed the performance evaluation model of the network governance of the public-owned tourism resources. The study has put forward the hypotheses, assuming that goal coordination, responsibility coordination, resources integration and trust of the relationship have a positive influence on the stability of the governance network running and the sustainable development of the public-owned tourism resources. The operational stability of the governance network has a positive influence on the sustainable development of the public-owned tourism resources. With the help of the path analysis, this study cited the network governance of the Great Wall as an example, finding that the responsibility coordination and resource integration don’t have positive influence neither on the stability of the governance network nor on the sustainable development of the Great Wall. By further research and interviews, this study pointed out the problems existed in the network governance of the Great Wall.Finally, this study put forward some suggestions to improve the performance of the network governance of the Great Wall, in terms of strengthening the recognition of the common goal of the network governance of the Great Wall; promoting the coordination of the responsibilities of the Great Wall network governance; optimization of the integration of the elements put into the Great Wall network governance; paying attention to the balance of tourism development and conservation of the Great Wall.
