Nowadays, the survival and development of enterprises in the market is throughcompetition. On the surface of products and services competition, the deep is thecompetition of enterprise culture. The enterprise culture is an important means toimprove their overall competitive strength and spiritual support. Enterprise culturecan bring tangible and intangible, economic and social benefits. Changsha WaterSupply Group is a restructuring of state-owned enterprise and now it is facing manychallenges. Sustainable development and diversification strategy need the outstandingenterprise culture as the development of the spiritual power and intellectual support.Therefore, the research of Changsha Water Supply Group Enterprise Culture Planningis much important.This article takes the construction scheme and implementation of Changsha watersupply group enterprise culture as the topic. First this paper summarized theenterprise culture and Human Resource Management theory. Then it analyzed thecurrent enterprise culture situation of Changsha water supply group from the spirit,system, behavior and material culture four aspects to find out the problems and itsreason in the building of enterprise culture. Studies have found that we must establishthe relevant supporting measures to let the core concept of enterprise culture fall toreal point. This paper mainly puts forward to strengthen the construction of humanresource management system, so that every employee complies with the concept andstandard consciously. On the base of it, the paper formulated the enterprise culturebuilding programs. Finally I brought forward the corresponding implementation stepsand safeguard measures and pointed out that we should pay more attention toovercome the obstacles generated by the subjective consciousness or the objectivecircumstances in the implement process. Also we should strength the organizationconstruction, system construction, the carrier construction and human resourcemanagement construction to make sure the enterprise culture planning could becarried out smoothly.
