In China, the relationship between human resources management and cultural value target is often overlooked. While, excellent enterprise culture is an important guarantee for the enterprise to maintain a dominant position. Entrepreneurs and scholars of Chinese is fall behind with foreign scholars in the field of enterprise culture research. If we start the research about the enterprise culture and development from now on, domestic enterprises will be developed further. There are a problem must to be pay attention. How to arouse the enthusiasm of staff by using enterprise culture, in order to realize the virtuous cycle of human resources management and enterprise culture, is an urgent problem. To research the interaction of enterprise culture and human resources management, I analyze the characteristic, function, the relationship of the theory and the actual operation process of the two. In the end, I find the benign loop path of them.This paper chooses the bank of J, which is the first national joint-stock commercial banks, as the research object. Through field investigation, online questionnaires, and SWOT analysis, I try to identify the human resources management problem of the bank of J’s enterprise culture construction. And I find the specific implementation of the strategy. The bank should establish advanced enterprise culture and strengthen the construction of communication channels. Then combine the enterprise culture with recruitment and train. To meet the spiritual needs of different employees, the bank should improve the examination, evaluation system and incentive mechanism. Moreover, the bank should make a fair working environment in order to improve physical and psychological comfort for the staff.
