Nowadays, enterprise completion has gradually been focused on the talents, buttraditional pattern of human resource management has been unable to adapt to thedevelopment of the times and enterprises. Therefore, enterprises need to learn talents’psychological conditions and build a good cultural atmosphere for them, which canenhance the core competency of enterprises and help talents become invincible. Themost important and hardest problems for enterprise is how to manage、educate anduse talents,and corporate culture plays a subtle role in human resource managing.Corporate culture is the foundation and magic weapon for enterprise to exist anddevelop, is the core value conception of enterprises, affecting the enterprisemanagement development and staff behavior. Targeting enterprise’s strategy andgoal, training its talents and reforming its personnel mechanism are closely relatedwith corporate culture. Training staffs with high quality and building excellentcorporate culture become the necessary way to enhance the core competency andkeep the sustainable development.This thesis analyzes the research situation at home and abroad of corporateculture and human resource management, reviews and summarize relevant theoriesincluding meaning、characteristic、function of enterprise culture and human resourcemanagement; analyzes and induces the correlation between corporate culture andhuman resource management as well as enterprise strategy; and elaborates the roleof corporate culture in human resource management. With the tide of currentsocial reform and the trend that T municipal highway engineering institute isgrowing continuously and part of its business need to enter the market, this thesisanalyzes the present situation of the whole company combining with its12th–five-year strategic plan, summarizes its progress and deficiency in humanresource management and corporate culture construction, and puts forward somespecific proposals of human resource management based on corporate culture, fromsome aspects such as recruitment,training, compensation, performance management,enterprise system construction and communication channels.
