Public rental housing, as our government is vigorously promoting a new form of housing security, the protection of low-income population housing needs, improve China’s housing security system, and promote social harmony of great practical significance. However, the single existing public rental housing sources of funding, lack of financing channels, seriously restricting the construction of public rental housing. In public rental housing financing model for an effective solution to this dilemma, a positive innovation. Wuhan municipal government introduced a "housing support"12th Five-Year Plan "clearly states that:within the next five years, public rental housing will be the focus of the construction of affordable housing in Wuhan City. This requires the Wuhan municipal government financing of public rental housing funds, a positive innovation, open up sources of income. Based on this, the public rental housing construction in Wuhan City, the PPP model has an important significance.This paper first describes the development of public rental housing in Wuhan City, the analysis focuses on the plight of financing in the public rental housing construction in Wuhan City. To break the financing dilemma, the author proposes the use of the PPP model to solve the shortage of funds in the public rental housing construction in Wuhan City.
