The Research On Supply And Distribution Management Of Wuhan City Public Rental Housing

Public housing is to solve the basic housing needs of "sandwich layer" groups which mainly consists of university graduates, migrant workers and low-and middle-income class in the urban residents. As an important part of the housing security system in our country, it will effectively fill the blank of security system in affordable housing and low-rent housing. This paper is aimed at solving the problems of the management of supply and distribution in public housing in Wuhan, improving the housing security system in Wuhan, fostering rental market, enriching housing supply system, attracting talent, developing Wuhan economy, promoting social harmony and stability, boosting Wuhan to become a national center city, and so on.In this paper, the research methods includes the empirical analysis combined with quantitative analysis method and the comparative study method. The first method starts with the "Questionnaire about potential supply objects of Wuhan public rental housing", then gives a in-depth analysis of the living and demand characteristics of potential supply objects of public rental housing in Wuhan. In order to absorb the useful and successful experience which can apply to the china’ national conditions, and improve the housing security policy in Wuhan, the second method is based upon the comparison of housing policies in the developed countries.This paper is divided into five chapters. Chapter1is the introduction. It introduces the research background, research significance, research thoughts and research methods. Chapter2introduces the conception of public housing and related theories. Chapter3summarizes the development course and status of supply and distribution management system in public housing. Chapter4is the analysis of the problems and reasons of supply and distribution management in public housing in Wuhan. Chapter5is the countermeasures and suggestions to develop and improve the supply and distribution management in public housing in Wuhan.These conclusions are put forward in this paper,(1) Public housing policy is to solve the basic housing needs of "sandwich layer" groups, which mainly consists of university graduates, migrant workers in Wuhan and low-and middle-income class in the urban residents. Its implementation has the important practical significance.(2) By the means of analysis the questionnaire about living characteristics of potential supply objects of public rental housing in Wuhan, we know that at present, the potential supply objects of public rental housing in Wuhan have the problems about living, including the stress of high payment and low satisfaction with living. They hope to live in public housings which are at appropriate price and close to work.(3) It can be seen from the current implementation of public housing in Wuhan that some related problems still exist in supply and distribution in public housing in Wuhan. In the terms of supplying, short supply of land, narrow financing channel and housing supply shortage are the main difficulties. In the terms of distribution management, the main problems are high security threshold, difficulty of the audit of family income, the imperfect exit mechanism, high cost of management and the high pressure of government financial, and so on.(4) In order to promote the supply and distribution management in public housing in Wuhan effectively, reasonable layout of public rental housing, increasing funding channels, perfect public facilities, expanding housing supply channels are the aims in the aspect of supply. In the aspect of distribution management, it should ease conditions access to public housing, improve audit mechanism of public housing and rent management, complete the construction of relevant law system of housing security and the construction of social credit system.
