Revitalize the regional economy, we must revitalize education first. What is crucial in the development of regional economic is manpower resources, while the foundation is education, especially higher education. Higher education’s effectiveness is beneficial to cultivate excellent talent, promote the development of the socioeconomic, lead a harmonious society and service the capacity for decision due to the short cycle and significant utility. It will exert an important and profound influence to develop education first, establish high quality of regional higher education on meeting people’s increasing demand, promoting regional scientific development and transition. With era of popularized education, our country’s higher education is argued about whether it should process popularized education and what is the substance of our country’s popularized education and how to assess it. It is important to clear the contribution of higher education on the regional economy through quantitative indicators for grasping contemporary development of higher education, distinguishing the orientation of higher education and clear the starting point.Analyzing the difference of higher education among areas is through assessing their different. According to the New Economic Growth Theory’s modified C-D module, capital, labor and manpower are the critical factors on economy. Education funding get used in educating students and R&D, influencing production efficiency indirectly and finally contributing to constant economy growth. Frequent labor movement and technical cooperation among provinces generate regional and leaping characteristic to some areas, therefore it will underestimate the efficiency if use the time series alone. Basing on the Cobb-Douglas function and Human Resource Module, human resources is quantified by education funding, and then analyze and observe the change between both time and location of all cross-section units through panel-data module and Eviews. The result appears that higher education contribution rate to economy in east, middle and west area is respectively18%,25%, and37%due to the input-factor data of31provinces.It is tried to regionally classify higher education referring to the above study. At last, higher education is classified to four types: Higher correlation, middle correlation, common correlation and loose correlation, on the basis of College Division Theory and Position Hierarchy Theory and the data of31provinces. Higher education, with positive spillover effect belongs to approximate public product, so it cannot be only estimated by industrial economy input-output module. But it means significantly that clearing the correlation between college and regional economy. Higher education classification serves the society and it is not wise to consider the classification as the final target. The classification should not be fixed for ever and should develop to promote the living level for people.
