The relationship between education and economy is an important subject that has been concerned by the economics of education. As higher education is the most direct and close ties with economy, research on interaction between higher education and economy has been a hot issue in recent years. However, the research on coordination of higher education and regional economic development has become weak. Therefore, research on the difference of coordination level between higher education and economic development of different regions has important practical significance for promoting coordination level between higher education and regional economic development. This paper used cointegration test and Granger causality test to analyze the relationship between higher education and economic growth. Cointegration test results show that it exists a stable long-term relationship between GDP and the net enrollment rate of higher education in China. On this basis, through the Granger causality test between two of the gross domestic product, the net enrollment rate of higher education and the income of residents, we reached the following conclusions: From 1990 to 2006, development of higher education is one reasons of the GDP growth in China.Conversely, GDP growth increased the income of residents, the increased income of residents further promoted the development of higher education.Accordingly, we held that development of higher education is the direct reason of economic growth in China, the development of higher education happens before economic growth, while economic growth is the indirect reason of development of higher education. This paper firstly constructed of the indicator system of regional higher education and economic development from the view of scale, efficiency and structure. We evaluated and ranked the comprehensive scores of higher education system and economic system of 31 provinces and cities of China in 2000-2005 through the improved principal component analysis. In this result, based on fuzzy math theory and coordination indicators, we computed coordinating degree between higher education and economic development of 31 provinces and cities of China in 2000-2005, and then divided 31 provinces and cities into five types of coordination. By analyzing the results of coordination we find that some provinces are in low-level coordination between higher education and regional economic development, and some provinces are in a state of disharmony, that higher education is excessively faster than economic development or higher education is slower than economic development. Finally, we respectively make appropriate policy recommendations and measures for typical provinces against three types of problems.
