| Technological innovation, one of the most important factors promotingeconomic development, not only stimulated the development of economy, promotedthe human society progress, but also becoming an important index measuringeconomic development level and comprehensive national power day by day. Afterreform and opening up for over30years, we made a great achievement in economy,and our comprehensive national power improved a lot. With the deterioration of ourexternal environment due to Subprime mortgage crisis and Euro debt crisis nowadays,we are during the crucial time of the twelfth five-year plan. We have to improve ourability of independent innovation and scientific and technological strength. Hence, itis necessary to adopt a technical innovation mode which is adapted to thedevelopment of the times demand.Japan is one of the science and technology powers. After World War II, in orderto stimulate the development of economy, the Japanese government took measuressuch as adjusting economic structure, increasing investment and speeding up theachievements. After20years of1950s and1960s, the economy of Japan gotall-round rejuvenation and became a science and technology power second only toUS. Therefore, researching the technology innovation policy of Japan is a referencefor our country.This article introduced its background, purpose, meaning and researchingmethods. This article mainly discussed the status of Japan’s policy on science andtechnology, including the policies and subjects toward a new industry, theimportance of technical innovation in economic development, etc. The main part ofthis article analyzed the implementation of the strategy of investment, the training ofscience and engineering talents, and the function of industry-university-governmentcooperation. Based on the studies above, in light of china’s own characteristics, the discard the dross and select the essential of Japanese policies on science andtechnology, and lead to the conclusion about making policies of ourselves. |
