Study On Patent Strategy Of High&New Technology Enterprises Cluster

The knowledge economy era, with the rapid development of scientifictechnology and economic globalization further strengthen, high&new technologyenterprises cluster rapid development has become an important industrialorganization form to enhance the international competitiveness and innovationstrategy of China’s high&new technology industrial. The independentinnovation in order to obtain independent as starting point and sign, therefore,strengthen patent management must become the important strategic means ofChina’s high&new technology enterprises cluster to sustainable developmentand competition, and for high&new technology enterprises cluster to improvethe international competitiveness and sustainable development has importantstrategic significance.In this paper, the study on patent strategy design and selection of hightechnology enterprises cluster can be divided into six parts, which aredevelopment tracing, strategic analysis, strategic design, strategic choice, strategyimplementation and control, empirical study. In the part of development tracing,the development experiences of independent innovation strategy of high&newtechnology enterprises cluster, cluster innovation networks and clusterintellectual property are summarized, at the same time, the deficiency aresummarized. In the part of strategic analysis, the connotation of high&newtechnology enterprises cluster and its patent strategy are given, and analysis therole of patent strategy in a cluster, using comparative analysis divided the patenttechnology of high&new technology enterprises cluster into core technology,common technology and supporting technology and to analysis the influencefactors of patent strategy of high&new technology enterprises cluster use GEMmodel. In the part of strategic design, patent strategy of high&new technology enterprises cluster divided into attacking, defense and mixed patent strategy ingeneral, and design specific patent strategy from patent development, patentapplication, patent using and patent protection, at the same time, the four aspectscorresponding coordination. In the part of strategic choice, construct specificchoice model through two steps，overall strategic positioning and strategic wayselecting. In the part of strategy implementation and control, decomposition theoverall task of patent strategy of high&new technology enterprises cluster, andclear the objectives of each innovation body, and build strategic control system,clearing strategic purpose and progress, and build a evaluation system tounderstand the tracing of strategy implementation. At the last part, this papermakes an empirical analysis of Heilongjiang pharmaceutical cluster. This study isfor the purpose of presenting reference and methods support for government topromote patent strategy of high&new technology enterprises cluster.
