Patent strategy establishment and implementation is the necessary method for high-speed railway vehicles production enterprises in China to enhance their core competitiveness in market both at home and abroad.This research was based on the following two projects. One is “Study on the patent strategy of high-speed railway vehicles body connection technology(PS2013-005)” supported by State Intellectual Property Office. The other one is “Study on the patent strategy of high-speed railway vehicles body welding technology(20121612)” supported by the patent administration office in science and technology agency of Jilin Province. This paper at first presented the theory of patent analysis and strategy and 5377 patents of high-speed railway vehicles in China from patent information service websites were collected. Taken patent literature and information as the analysis object, guided by the theory of patent analysis, based on patent management and technology map and combined the content and the external characters of patents, the development of high-speed railway vehicles in China was deeply analyzed in this paper. Based on the results, the strength, weakness, opportunity and threat of patent strategy of the Chinese high-speed railway vehicle enterprises were evaluated and problems were found out by using SWOT analysis method. Finally, some corresponding suggestions were put forward for enterprises in China designing and carrying out patent strategy from the angles of national and the enterprises in this paper.According to the result of patent analysis, from the management level, the number of patents continues to increase and the technology development of high-speed railway vehicles in China begins the transition from the growth stage to the maturity stage. Domestic applicants dominated in the patent application filed. There were enterprises with intensive technology in China, such as Qingdao Sifang CO., LTD and Changchun railway vehicles CO., LTD. The number of foreign patent application is relative less and foreign applicants do not make lots of patent portfolios. However, from the quality of patents, because of the low authorization rate, the high failure rate and the short duration of domestic patents, internal applicants should pay attention to promoting the height of technological innovation and the value of patents. From the technology level, the patents of high-speed railway vehicle mainly focus on the technology of body, bogie and traction system. Their related technologies have been matured. The patent portfolios are much more perfect and patent concentrations are higher for these companies. However, because foreign enterprises have completed patent portfolios in brake system, Chinese enterprises need to invest more resources in breaking the patent barriers. Besides, the research and development of train network control system is developing in the beginning stage in China. Both Domestic and foreign enterprises have not formed effective patent portfolios and the patent concentration is relatively low. So the development emphasis of high-speed railway vehicles in China in the future is train network control system.
