International technology spillover has a great impact on the technological progress. As a main channel for international technology spillover, import trade is especially worthy of attention for China, which is in huge trade scale but lack of innovation. This paper studies the relationship of import technology spillovers and the technological progress from the perspective of absorptive capacity based on the new growth theory and the new trade theory. The first part is an introduction. It’s introduced the background of the research, gives the emphases and difficulty in this paper, and summarizes the content of the research. The second part is the theoretical analysis. We discussed the inner logistic relations of import trade, technology spillovers and absorption capacity. First, we derived the theoretical model of import trade technology spillovers and analysis the transmission mechanism with the reference of Barro "learning by doing" model. Second, we discussed the concept of absorptive capacity and influencing factors, selecting trade openness, institutional, human capital and technological innovation as a measure of absorptive capacity indicators of imports. Finally, we briefly described the influence of import trade technology spillovers with the four factors. Through the above theoretical analysis, we draw the following conclusions:import trade can bring international technology spillovers and absorptive capacity can greatly affected the technology spillovers. The third part is the empirical studies. We establish a model of import trade’s technology spillover to empirically test China’s import trade technology spillover effect by selecting data of our30provinces from1995to2009, using the reference of the LP model, incorporating absorbencies accumulation. In the fourth part, we have got some conclusions. Firstly, import trade is the most important channel of international technology spillover; Secondly, the effect of import technology spillover depends on the domestic absorption capacity. Then we put forward some suggestions according to China’s realities. Firstly, we should further expand trade openness and optimize the import trade structure; Secondly, we should formulate fair trade policy and raise awareness of intellectual property protection; Thirdly, we should accumulate human capital and increase infrastructure construction; Fourthly, we should strengthen domestic development and increase the absorption capacity.
