China’s government is implementing the recycling economic policy nowadays.Recycling economy means to make full and recycling use of the resources and energy, tocut down the consumption of the resources and energy, the emission of waste, and to easethe production process’s influence on the environment. Many projects based on recyclingeconomy theory are invested on to respond to the government’s policy. To help theenterprises to choose the project really worth to be invested on, which means the projectcan be expected to bring financial benefits and be safe and harmless to the society andenvironment, this paper studies on the recycling economic project’s recycling costs andbenefits’sources, then lists the main recycling costs and benefits’sources based on the3Rtheory of the recycling economic. This paper sets up a recycling costs and benefits’valuation model to judge the project whether worth to be invested on. Then set up a tableof the recycling cost and benefit for the recycling economic project through theimprovement the existing one.Considered the unique features of the recycling economic project, this paper also setsup a recycling economic project valuation index system by the fuzzy comprehensiveevaluation based on the hierarchy analysis process. Then this paper valuates BayuquanIron&Steel Project of Ansteel Group Company using this valuation index system. AnsteelGroup Company is a fortune500company and has its headquarter located in Anshan City,Liaoning Province. All the information of Bayuquan Iron&Steel Project comes from thepublications of Ansteel Group Company, and is used to value this project though thevaluation index system this paper sets up.
