As a grass-roots unit of social service management, the efficiency of community committees is the necessary part to reflecting the basic unit for the implementation of national policy, and study community committees’ use of funds. Based on the above, study the cost-effectiveness of our grass-roots social service management activities must to examine the efficiency of funding for community committees. And how to put a quantitative calculation of the efficiency of community service will be the key issue.This article uses the cost-benefit analysis in public economics, take the starting point and foothold of study at investigation the crucial issue of the economic value of community services. On the basis of comprehensive analysis about domestic and abroad about social service management and the use of cost-benefit analysis in the research, understand the theory and method, explore its practical experience. Summarizes the theory and practice from determine the object of study, select research methods and specific operation method and the calculation model and so on.On this basis, we can determine assessment community activities provided by the economic value model. And we take this model to studied related services provided by the three communities in Urumqi, The specific evaluation including determine the object of study, building service-residents matrix of the service management activities, determine the market alternatives of related activities that have market alternatives and using consumer surplus method to determine the value of this related activities,using questionnaire survey and contingent valuation method to determine the value of related activities that there is no market alternatives. At the same,we obtain the number of beneficiaries of the services of community through fieldwork. Calculate, evaluate the results, and eventually carries out a comparative analysis of the three community service activities. And also use of community services of public satisfaction model to measure public satisfaction of community services.Through the research and analysis of the Urumqi city community service can be seen, due to the regional living custom and the influence of natural and social environment and other factors, the value of stability maintenance services have the highest value in related services provided by Urumqi community and followed by the community environment maintenance. At the same time through satisfaction research model found that the perceived quality and community services access pathways have large impact on public satisfaction of community services,this suggests that the Urumqi city community residents take more attention to the social situation and activities related to their interests. On the basis of protect the community order and provide the stable environment, these activities will bring greater value and psychological home to residents. At the same time found by satisfaction model, perceived quality and the access route f community service have a big influence to public satisfaction. Therefore, in future work of the community should pay more attention to investment in this area,also note that the way to improve access to community services, in order to improve efficiency of community services and the use financial resources.
