The Different Decision-making Power Interaction On Rural Public Service Supply

Rural construction affects the country’s fate.So the government places resources torural area,instead of absorbing resouces.The reform of taxation expenses canceledagriculture tax in2006,and increased support agricuture expenditure in successiveyears.At the same time, The new rural construction planed new future for developingrural. However,as the social transformation,rural areal also meets new challenges,suchas widening gap between urban and rural, diversity of farmer insteres,socialmanagement anomie and so on. On public service, those problems reflect: Resourcessingle flow to the city, urban and rural gap became larger; Because of existing supplyand demand quantity and structure contradiction, farmers’s satisfaction at public serviceis very low, and the channels of expression is not clear;Public service is not effectivelyimproved under the single government supply mode. This article selects the rural publicservice supply’s corner to spy out the rural situation, researches the changing ruralsocial environment for the public service supply path and the influence of the presentsituation, describes the current public service supply situation in China’s rural.This paper is from the view of the powers in rural public service supply to descripthe situation, mechanism, difficulties and the establishment of the innovationmechanism, to observe the different powers’s effect and mutual influence. Throughthe on-the-spot investigation in one village of jiangxi province, the study draws twoconclusions: The shortages of government supply, causes new kinds of powers,whichgenerating after previous power failure, so produced voluntary supply, supply of clubmultivariate supply mode; Rural national conditions affect the role of different powerplay, when different powers can active coordination and interaction, the basic publicservice supply general can realize, or into a lasting dilemma. However, in practice, theseforces don’t change rural public service situation effectively, the study found that thesenew powers to a certain extent still rely on government forces, social organizationdepends heavily on government financial support, the voluntary supply cooperationmechanism, appearing collective action secondary trouble, is still not mature, as theyexpect authoritative organization and leadership. The existence of a variety of power isnot formed multiple supply mode.
