A Study On Problems Of Agricultural Public Service Supply In Chinese Counties

Supply of agricultural public services has been closely related to the "three agriculture" problem in our country in all its dimensions,and influences the increase of farmers ' income,promotion of agricultural modernization,and promotion of integrated rural development.Entering into the starting year of"Thirteen-Five",faced with the new situation of "three agriculture"problem,the party and the country presented some new ideas such as"agricultural supply side reform",which put forward new demand for the supply of agricultural public services.At the same time,under the background of "comprehensively deepen reform",the supply of agricultural public services directly driven rural public administrative system and public fiscal system reform,and is expected to be a breakthrough point of the reforms,thus one of the most important aspects of the transformation work from economy-construction-type government" to"service-oriented government".Besides,the improvement of agricultural public service optimizes the countryside social environment,promotes the development of rural social form,to raise new social power in the countryside,etc.,which provides the new mentality to deal with the social problems,such as countryside poverty,dual disparity between the city and countryside,equalization of basic public service.The county level government is acting the most important role in our country agricultural public service supplies.Particularly after the reforms of the national tax distribution system and cancellation of the agricultural tax,the county level government in fact starts to undertake more responsibilities in the agricultural public service supplies.But because the property rights and the governance are highly asymmetrical,the county level government is beset with difficulties in the agricultural public service supplies.Simultaneously as a result of existence of supply by chance and backwardness of supply concept,the ability of agricultural public service supplies is low.During the supplies reform in recent years,the county level government lacks the management innovation ability,the agricultural public service supplies pattern is quite unitary and backward,the improvement agriculture public service necessary policy also lacks the systematicness,which are all restricting our country agricultural public service progress.Based on the public product theory,the thesis has redefined the agricultural public service concept.Under the guidance of mainstream public management theory,taking triple helix model of agricultural public service as the core,taking agricultural public service supplies of Pinglu County as an example,the thesis sorted out the situation of supply and existed problems,and analyzed the reason of failure in supplies from the four dimension aspect of agricultural public service concept mechanism.Finally based on the domestic and foreign experiences,the thesis carried on the improvement design to our county level government agricultural public service supplies mechanism:at first,positioning the triparties supply main body of county level government's responsibility;secondly,straightening out the value of agriculture public service supplies in county level government;thirdly,improving county level government agricultural public service supplies pattern;finally,perfecting the supporting policy of agricultural public service mechanism in county level government.
