Signing of labor contract is the important measurement of industry relations. The lengh of Labour contracts must be agreed by the conclusion of labour contracts with basics. Signing of labor contract are important measures to institutionalization and legalization of industry relations, labour contracts must be agreed by the conclusion of labour contracts basics.Low rate of labor contract signing the private economy in China and the problems of signing of short-term contract,2008countries for the protection of the interests of workers, the labor contract law makes significant changes, increased the corporate penalties that do not enter into employment contracts, strengthening restrictions on the use of fixed-term labor contract, provide for implementation of a labor contract without a fixed period.Since then, the low rate of private enterprise’s labor contract signing of effective were changed, but of short-term labour contracts still existed.At present very different labor contract period of lack of research on the effectiveness and impact of industry relations in private enterprise, short-term labor contracts are associated with increased labour conflicts, harmonious industry relations, development of labour policy of the Government is a lack of evidence.To this end, we pass on private enterprises in Zhejiang, on the length of China’s private enterprises in different theoretical and empirical analysis of the effects of types of labour contracts, to reserves issues, as a scientific reference for the labour policy, is of great theoretical and practical significance.The study of the literature related to this article in an existing labour contract duration on the basis of, first labor contract duration effects analysis framework and formation mechanism of labor contract duration effect, setting out short-and long-term effect of the inherent logic of labor contract.Secondly, the analysis of factors affecting the duration of the labour contract, short-term labor contract is not conducive to the harmonious development of industry relations, the greater the risk to conclude an employment contract in the future period is shorter and performing cost-constrained model three points and the effectiveness of the contract. Finally, Wenzhou,and taizhou through the questionnaire survey and in-depth interviews of30companies, using SPSS and Stata software for data analysis, statistical and econometric analysis on it, which made the assumption that the need for validation and analysis.By theoretical analysis and empirical research, came to the main conclusions of this article are as follows:First, harmonious effect of the labour contract duration of long term labor contracts and short-term labour contracts is difference in the development of harmonious industry relations.Length of contract is notable only in long-term labor contract of a harmonious effect.Despite the overall long-term labor contract industry relationship satisfaction above short-term labor contracts, but this difference is mainly caused by the characteristic differences in employee income and work, is part of the reason is also decided workers elected to the invisible factor of long-term labor contracts have a positive impact on industry relations.This description in the signing of labor contracts for a long time for the enterprise, in addition to the need to take into account the employee’s human capital and job characteristics, taking into account the term of the contract of a harmonious effect, long-term labor contracts more conducive to the harmonious development of industry relations.Second, the long-term employment contract staff and short-term contract staff, non-obvious feature differences in the labor contract employees, workers with high levels of human capital as a whole high probability of long-term labor contracts signed, workers with low levels of human capital into a high probability of the labor contract.Analysis found that more experience in the labour market of workers, was elected to the higher the probability of long-term labor contracts, higher the level of education, access to lower the probability of working without a labor contract;Another female and married workers selecting high probability of long-term labor contracts. Third, signed a long-term contract signed with the use of short-term labour contracts, does not work there are clear feature differences of labor contract.In contrast, non-manufacturing businesses are more likely to use a long-term labor contract, manufacturing companies use for short-term labour contracts and have a higher probability of not signing labor contract.Of specialized knowledge and skill requirements is relatively high position using the higher probability of long-term labor contracts, requiring only general knowledge and skills jobs with higher probability of short-term labor contracts.Fourth, should strengthen compliance oversight, reduce compliance costs, and improve compliance rate.Studies have found that excessive compliance costs, shorter duration of short-term contracts, permanent contracts longer and short-term contracts into permanent contracts more difficult, leading to "stepping stone" of short-term contracts became less and less clear, and efficiency effects of short-term labor contracts to be weakened.
