In recent years, a large number of agricultural land turns into non-agricultural land with the rapidly development of urbanization in China. Agricultural land achieves a substantial appreciation because of many factors such as the change of supply and demand, external investment and ues expanded. If the compensation given to farmers is determined by the original output value of land, it will cann’t reflect the non-market value of land and will be difficult to distinguish differences in plot and economic development level. Although many districts have tried out the policies of "composite price of parcels of land", its still based on the agricultural production value. There are still a lot of problems on famers’security, employment and development after alllcation. Through the empirical research on Xiaoshan District of Hangzhou, this paper attempts calculate the totle value of land which includes market value and non-market value by contingent valuation method, and then uses the System Dynamic Model to simulate there allocation strategies. Finally the research optimizes the allocation strategies based on the concept of "limited government"and the comparision effect of the there policies above.Regards three typical towns of Xiaoshan as the research objects, this thesis analyze the existing land distribution pattern. First, in accordance with the land acquisition and allocation literature at home and abroad, we explore the background and summarize the existing reformation measures and implement effect. Second, starting from the origin of land requisition system in China, we sum up the evolution of land compensation since the reform and opening-up policy and find out the origin of its system. Then the research analysies the "composite price of parcels of land" policies in Zhejiang province, cites specific policies of the typical areas such as Jiaxing, Ningbo and summarizes the expercences and problems, Thirdly, in order to solve the problems above, we made a spot investigation in Xiaoshan by the method of participatory rural appraisal. We see fameland as a kind of public goods or service which similar to "resources and environment", then apply the contingent valuation method to derive the total value of agricultural land by asking the willingness to accept and willingness to pay of farmers. Fourthly, the paper uses System Dynamic Model to simulate there allocation strategies by the Vensim software and get three different simulation results. After forecast the farmers’acts and the policy effect, the study finds out the most effective mothod. At the sanme time, we introduce the concept of "government limited financial" and optimize the allocation strategies by changing the growth rate of variables. Finally, the study makes policy recommendations in allusion to the exising problems of land revenue allocation in the process of farmland conversion from agricultural to non-agricultural ues.
