A Study On The Old - Age Security Of Landless Peasants In Kunming Economic And Technological Development Zone

Urbanization is an inevitable trend of social development and one of the commonprosperity of regional socio-economic criteria. At present, in the process ofdevelopment of urban and rural integration, how to do a good job in land moved andhow to protect farmers in the absence of land is directly related to small andmedium-sized cities’ construction. One of the most fundamental issues is how toprotect the losing land peasants’ ways, how to build a targeted land-lost farmers ’old-age security mechanism. Kunming Economic and Technological DevelopmentZone now speed up their pace of economic development, demand for land increases,meanwhile continued the peasants, in this context, Kunming Economic andTechnological Development Zone’s social security system is facing a new problem.For this reason, in this paper, the Kunming Economic and TechnologicalDevelopment Zone in the process of urbanization of land-lost farmers’ endowmentsecurity problems are discussed. This paper first analyzes the survey results, summedup the current social old-age security problems of the farmers, and from multipleangles demonstrates the causes of these problems in detail, finally on the basis ofthese problems puts forward the corresponding countermeasures and Suggestions,such as on how to improve the Kunming Economic and Technological DevelopmentZone land-lost farmers old-age security problems, this article from the aspects ofpolicy and funds, and pension security mechanism to put forward some feasibleSuggestions and countermeasures to improve Kunming Economic and TechnologicalDevelopment Zone in land-lost farmers endowment security system.Through research, the document pointed out that the Kunming Economic andTechnological Development Zone landless peasants’ pension is the problem mainlymanifested in the following: coverage is relatively narrow, the regional landlessfarmers insured rate is not high; operating channel is a single, landless peasants’pension low-level; manpower level is relatively low, the social security account fundswere not fully utilized, and the Fund Management Efficiency is low. To solve theseexisting problems, this paper presented the recommended countermeasures as follow:increased pension of propaganda to increase the coverage rate; strengthen PensionFund and the pension payments management, improve pension levels; strengthen the co-ordination and management of account funds utilization; enhance pension fundsupervision and management; improve the recruitment, compensation and benefitdistribution mechanisms to maximize security landless peasants’ interests.
