Research On Railway Engineering Project Management Maturity Model Based On Agent Construction

With the12th Five-Year Plan requirements of economic development, China’srailway industry as a key industry for the development of national economy, willalso enter the period of explosive development. Existing railway construction projectmanagement mode due to the many limitations, can’t meet the needs of the times, soexploring a distinctive project management mode for China’s railway industrymanagement mode is particularly urgent. In this context, agent system bycommission come into being, for its advanced market operation mode, and graduallydeveloped into a hot domestic construction field management mode. Investmentreform program issued by the State Council, also made clear of vigorouslypromoting agent management mode widely in the field of construction. Research onagent system by commission in China’s railway industry has a very importanttheoretical and practical significance.This paper starts from investigating the research background of projectmanagement and project management maturity, then on the basis of analyzing thecurrent situation of China’s railway project management, points out the problems,finally discuss the theoretical basis and specific operation mechanism of introducingagent system by commission into China’s railway industry. Next this paper conductsempirical researches on introducing agent system by commission into China’srailway industry. On the basis of comparing domestic and abroad projectmanagement maturity model and issuing questionnaires to collect the views ofrailway engineering project management staff, we construct a project managementmaturity model based on agent system by commission. Then we select Yiwanrailway to do case study, resulting shows that introducing agent system bycommission into China’s railway industry is feasible. Finally, we propose fivesuggestions for implementing agent system by commission into China’s railway industry, hoping that this study has certain theoretical significance for the railwayproject management.
