The Organizational Project Management Maturity Model, an ability of makingcommercial profit by organization’s successful project delivery, is shorted as PM3.It hasbecome an important subject in academia. In combination with working practice, this papermakes a comprehensive study on the concepts and the concepts’ development of the project,project management and project management maturity. Based on organizational projectmanagement maturity model, this thesis focuses on theoretical reflection on project safety,quality, progress, cost and benefit management factors by the case of ChengMianLe RailwayPassenger Dedicated Line project management. On this basis, the writer makes a comparativeanalysis between Chinese and western theory of project management of railway engineeringresearch and path selection, further exploring the future development of China railwayengineering project management, theory construction and practice from operations to exploresuitable for China’s economic and social development needs, with distinct Chinesecharacteristics of railway engineering project management maturity model, which includesbut not limited to railway engineering project management maturity evaluation knowledgeand methods, improve and upgrade knowledge and methods of project management maturityof railway engineering, in order to accelerate the scientific China railway engineering projectmanagement level.
