With the growing of economy, China’s comprehensive national strength has got alot of ascension. No matter the living conditions of residents or rural residents havebeen greatly improved, the per capita disposable income has the trend of increasedyear by year, enjoying a comfortable life, reached a well-off standard of living. Asimproving of income level and consumption level, China created much of economicdevelopment, by many experts in the world known as "China miracle". But it hasexposed many problems behind the rapid economic growth, such as the ecologicalenvironment problems, the gap between rich and poor, national survival pressure andso on, so that it has been promoting national happiness level getting lower. Facingthese pressures and unknown insecurity, psychological will feel happiness is reducinggradually. Through investigation and study found that it is mainly due to theaccelerating rhythm of life, the real life will face various aspects of subjective andobjective factors, for the future of "panic" and survival pressure increases, people inour life is becoming more and more impetuous, the lack of security, and subjectivewell-being of the heart will change more and more lower. In the face of theseproblems, the party central committee put forward the development goals is that "letpeople live happier, more dignity,"Happiness is a kind of feeling of psychological, is a kind of expectations for thefuture, but it is influenced by subjective and objective factors, when the actual desiredhappiness get the same level with the real happiness, people will feel very happiness,otherwise the public evaluate their happiness level is very low, so the public opinionof happiness with irrational factors. However, happiness can also described as theliving conditions by people, happiness index as a measure of subjective indicators ofwell-being, to express every aspect of life satisfaction of people. This article mainlyfrom the people’s living conditions of satisfaction, satisfaction with the quality of life and individual and social harmonious degree evaluation, choosing real income,employment, health care, ecological environment, the government’s satisfaction andso on, sampling investigation of Jilin province’ s people, trying to establish ascientific evaluation system for the happiness. Mainly through the SPSS statisticalsoftware to statistical survey data, finding mainly factors to happiness of public,according to the method of empower weight，attached to48counties and cities inJilin province, to calculate public happiness with different background anddifferent conditions. Through controllable variables regression and uncontrollablevariables regression to empirical study, in order to analysis the influence of income onhappiness. Through analyzing the current situation to find out the method to improvepublic well-being, between individuals and the government should make efforts toimprove the overall level of happiness, make people’s life more happiness, society getmore harmonious and healthy, also provides the certain reference basis for thedecision-making of local government.
