The reform of China’s economic development is going though a tough period, whatwe have to do is transform the pattern of our economic development. Modern logisticindustry is a basic industry to support our economic operation, if we want to change thedevelopment mode and promote industrial upgrading, we must develop the logisticindustry first. In resent years, although the development of logistics in our country haskeeping a high speed still can not meet the demand of economic transformation.Logistics’ development needs huge-scale public infrastructure construction andcompany with “market failure” which call for governments provide more high qualitypolicies and public products.In this paper, I will comb the contents of logistic policies have released, find outthe shortages and reasons, give some advices with reference to developed countries’experience to improve our logistics development policy. The main contents of this paperas follow:(1) In the first part of the paper I will introduce the development environment anddevelopment level of China’s logistics industry, and then sum up the existing problemswhich block the development of logistics industry.(2) This part I will find out the connections and changes of different logisticpolicies we have released, and check out the implementation.(3) Based on the analysis of our logistic policies, find out the defects. There arefour I have summarized: policy goals are not clear, policy consents are not definite,policy system is weak, supporting measures lag. Four reasons lead to these problems,first of all, unsure decision-making body can not make the right or clear goals, and it also can not set up an ideal consulting team, and then affect the quality of policy.Second, because of government internal resistance and some other system reasons,some good policy recommendations form consulting team are hard to be adopted. Thelow coordination of the execution system and lack of supervise are another two reasonsleads to the problems.(4) Developed countries have some good experience, policies about infrastructureconstruction, relax market regulation, unified logistics standards and training ofprofessional talents are worth to learn.(5) Based on the analysis above, in the end of this paper I put three advices toimprove China’s logistics policies.
