Research On Economical Operational Evaluation Of Dalian Tuoshan Wind Power Project

The purpose of the evaluation of the project is to identify differences andchanges, analyze the causes, sum up experience and lessons, get inspiration, take outstrategy, improve investment management and decision-making, and improveinvestment returns, through doing research and comprehensive systematic review onthe implementation process of the project, its results and impact, and comparing withthe goals established in the project decision-making, as well as technical, economical,environmental, social indicators.Firstly, in the article it is to clarify the research background, point out thepurpose of this study, and reveal the main problems of Tuoshan Wind Power Plant,and pave the way for how to solve the problem, clear the structural arrangements ofthe article, and straighten out theresearch ideas. Then in the text it’s introduced actualproduction situation of Tuoshan wind farm, highlighted characteristics of large scaleof the wind power industry investment, low operating costs, and technical equipmentleading, etc., so that readers have a comprehensive understanding of the wind powercompanies and it proposescurrent problems of Tuoshan wind power projects facedby power rationing abandoning the wind and fan maintenance of project sustainability.Next, it creates a project evaluation index system. the evaluation of the project isbroken down into financial evaluation, project impact evaluation, projectsustainability assessment of the three-level evaluation target, and then a target inaccordance with their own characteristics and focus on the further decomposition13second evaluation objectives, to establish formulas for the calculation of the financial internal rate of return, the economic internal rate of return, the net present value of theeconomic and several other specific indicators. The establishment of the index system,combined with Tuoshan Wind Power Project on the basis of data from the threeaspects, make the economic operation of the Tuoshan Wind Power Project evaluation,based on the evaluation results compared with the feasibility study stage, to inspectthe project objectives are being met, lessons learned, to lay a solid foundation forfuture projects benign operation. Finally, the paper summarizes the main contents ofthis study, getsconclusion and significance, the construction of the project in line withthe country’s new energy development and utilization of industrial policy, to adjustthe energy structure of the state and the China Power Investment Group Company, toachieve sustainable development is of great significance. Correct decision-making ofthe project, the project approval process basic compliance, survey and design unitsmeeting the requirements for the qualifications, sufficient preparatory work,supervision work to play a role, four control objectives largely implement, basic toachieve the desired production capacity.The actual production of first phase ofengineering feasibility study more than the calculated value, the actual generatingcapacity of the second phase of the feasibility study is slightly lower than thecalculated value.
