The schedule and dispatch of large-scale wind farms are facing to some operational difficulties, which are mainly attributed to the intermittent and stochastic nature of wind. The schedule and dispatch of wind farms aims at total cost minimization with meeting the demand of grid. To solve the problems in the inner dispatch of wind farm, this paper presents a dynamic economic dispatch model and the solutions are figured out. The objective function is total cost of operating a wind farm, including power shortage cost, wind turbine operations and maintenance cost, and wind turbine start-up cost. A Particle Swarm Small World Optimization (PSSWO) algorithm is applied to solve the model. Then a communication mechanism is introduced to exchange information among ethe particles in the semi-isolated tribes. Two simulation experiments are conducted to investigate the wind farm scheduling model in different operating scenarios. To evaluate the quality of computed schedules, a baseline schedule is used. The comparative analysis indicates that the cost of operating a wind farm is reduced by the computed schedules over the baseline schedule. At last, the risk management of running a wind farm is included in our discussion. Based on the process of risk management presented by AS/NZS4360, a series of risk management strategies is offered to promote future researches.
