In recent years, the economy has maintained a good momentum of rapid development inLiaoning Province. With the development of economy, science and technology’s progress isremarkable and the achievement of innovation of science and technology has a lot ofemerging. Under the good situation, there is also a growing problem, which is science andtechnology achievements industrialization rate is not high and many scientific researchachievements haven’t produced good economic benefit. Due to investment of science andtechnology can’t get the corresponding return, financial industry related to science andtechnology is difficult to get a good development.The development of science and technology and finance is a dialectical unificationrelation, which promotes each other and restrains each other. If science and technology andfinance have a positive and effective combination, science and technology will achieve theComrade Deng Xiaoping’s “Science and technology is the first productive force”. That showsthe significance of science and technology in the development of society. At the same time,finance needs to get some feedback. Practices show that benign interaction between scienceand technology and finance plays a great role in promoting social economic development. Thebenign interaction of both is also a necessary condition to promote the transformation of thedevelopment and achievement of science and technology. Therefore, analyzing from the viewof benign interaction between technology and finance provides a useful analytical frameworkand financial development theory to research the development of science and technology andfinance in Liaoning Province. This paper mainly explores the benign interaction andsignificance between science and technology and finance from the view and process ofindustrialization of science and technology, which based on the actual situation in LiaoningProvince.This paper compares and summarizes the experience of the combination between scienceand technology and finance abroad and at home based on the analysis of science andtechnology and finance in Liaoning Province.
