| As a typical representative of transition countries, Russia’s economic transition and economic development has been widely concerned. Compared with the period before transition, Russia’s economic growth shows a lot of volatility. Development model is more extensive, the quality of economic growth also declines further and contradictions of inverse industrialization and reversed economic innovation are obvious. In Russia in the process of economic transition, the energy industry as a strategic leading industry has played a huge role. But we must also see clearly that if Russia does not change the current pattern of extensive economic development and finds out a new way, the symptom of resource dependence, inverse industrialization as well as reversed economic innovation bound to push Russia into the abyss of "resource curse".Russia in the transition has soberly realized the stake. It has already been starting the innovative national construction of industrialization, paying attention to the important role of innovation development and taking some positive policies and measures. But facing the reality, it is worth deeply researching and thinking that how Russia should reverse the symptom of resource dependence, inverse industrialization and reversed economic innovation, whether formulation and implementation of the innovation development policy is scientific and effective, how the operation effects and how to evaluate it, what are the problems in the operation of innovation development policy and how to deal with these problems arising from the process of industrialization, how influence on the subsequent development of Russia and its prospects innovation development, and what are the reference and enlightenment to our country.Innovation development in Russia is playing a leading role at present. This research subject is a very creative one with theoretical and realistic significance. Motivated by great interest in Russian innovation development and thirst for knowledge, this paper decides to have a discussion on Russian choice.This paper mainly answered three questions,For Russia, why the innovation development is an inevitable choice?How Russia choose the path of innovation development?How Russia practice the policy of innovation development and evaluate the effect?In view of above three questions, it constructs the main content and thinking line of this paper.Based on the analysis on the theory and logic of innovation development (with economics-limited analysis, this paper achieved the commonest examples and theories on innovation development through induction and deduction.). This paper, following the trend of Russian innovation development and situations of Russian innovation development, gets the conclusion:innovation development is a necessity for Russia, which gives an answer to the first question with the analytical method of "factor+ mechanism".The core question is the second one. Based on the development of the theoretical logic and historical logic, objective conditions for Russian innovation development and agreement & argument, this paper draws a conclusion:"national capitalism" (country-leading+market promotion) is a path for innovation development, which is fit for the theory and logic of innovation development and agrees with historical logic for Russian innovation development. It is also based on the theory and reality. Moreover, in order to provide some constructing suggestions for Russian innovation development, this paper analyzes both positive and negative conditions for realizing innovation development at present in Russia with the analytical method of "factor+mechanism". This part of discussion answers the second question.After a full discussion on the first and second question, this paper simply elaborates and assesses sustaining policies and effects and empirically analyzes the efficiency of innovation development with the method of DEA. With government-leading support and gradually improved marketing economy, Russia has contributed a lot to the construction of creation system and innovation development for ten years and has got some achievements. However, the progress is built on low level, and Russia still needs to reform deeply in some aspects to improve national efficiency and whole competitive force. This part replies to the third question.On logical structure and content arrangement, the paper is divided into four parts.The first part is introduction. (Chapter I). This section includes the following:(1) the background and significance; (2) research ideas and main contents; (3) literature reviews; (4) research methods; (5) Innovation and inadequate.The second part is logical framework of the article. The theoretical logic and historical logic of Russia’s innovation and development (Chapter Ⅱ, Chapter Ⅲ). By the logic of the theory and history of innovation and development of the Russian logic argument expounded laid logical analysis and historical analysis framework context for this article, from the "time and space" to expand the dual dimension analysis on this article. This section includes the following:(1) in an in-depth study of the innovation and development of national sample of stylized facts, sums up the general theory of innovation and development; (2) through the general analysis framework of Economics under the constraint condition, use the analysis method of "factors and mechanism of innovation and development, from the content, innovation and development the main innovation and development, implementation mechanism, innovation and development of the conditions for the realization of several dimensions, the theoretical logic of the innovation and development of setting and analysis; (3) under the analytical framework of follow the theory logic has been set, by using the method of comparative analysis, find out the innovation and development of the historical logic of differentiation; (4) Specific to Russia, by analyzing several times in the history of innovation in the history of the development, to seek innovation and development of the historical logic of Russia.Combined with the actual situation in several Russian history of innovation and development, lead us to discover and thinking in today’s environment, real-world conditions, innovation and the development of the Russian kind of development should take the path that is based on the theory of logic and history of innovation and development of the logic of Russia, the Russian selection.The third part is the realistic choice of the Russian innovation development, policy support and evaluation (Chapter Ⅳ, Chapter Ⅴ, Chapter Ⅵ). Similarly, the analysis in this chapter is based on the analytical framework under the innovation and development of the theory of logic follows the logic of the context of Russia’s history of innovation and development unfolded. This section includes the following:(1) from the perspective of "factor+mechanism" to analyze the objective conditions of the Russian innovation development choices, look for the inevitability and feasibility of development of the Russian innovation; (2) induction elaborate debate about Russia’s innovative development path its conclusions; (3) from the perspective of the factors+mechanism "to analyze the current implementation of innovative development of Russia’s favorable and unfavorable factors, and hope Russia can overcome the negative factors and mechanisms, give full play to its favorable factors and mechanisms to better guide future innovation development path selection (4) a statement, analysis of a realistic choice for Russia to get rid of the plight of innovation and development, make full use of innovation and development foundation made, namely the Russian innovation development practice-policy support and appropriate to give effect evaluation, designed to analysis and evaluation of the actual progress of the Russian innovation development; (5) based on the analysis of data envelopment analysis, the efficiency of Russia’s national innovation empirical research, specifically including the following:the theoretical description of the evaluation methods, evaluation index system construction, data The collection and processing, empirical research and conclusions.The fourth part is the conclusions and implications (the chapter Ⅶ)The innovation of this paper mainly include:Innovation One:absorption by mining the theory related to the existing development theory, innovation theory, on the basis of analyzing a large number of literature, combined with the practice of the world’s economy, innovation and development, the use of the general law and economics analysis of constraints, induction and deduction to the prevailing paradigm and the theory about the innovation and development of the general in this paper, which is the first major innovation -- Theoretical Logic of innovation and development. Among them, which consists of two small innovations, one is according to the needs of this research,combined with the practice of the world’s major economies, the innovation and development of the innovation and development of Russia, standing on the shoulders of giants, gives the connotation of innovation and development; the other one is based on analysis of the process of innovation development, according to the different stages of development and innovation, boldly put forward the innovation and development of the three major realization mechanisms-- start mechanism, diffusion mechanism and driving mechanism, and the system of the three mechanisms and the conditions of its realization is defined and analyzed. I hope you can make some contributions to the development of innovation and development in this field.Innovation two:from the length of historical perspective and the width of the world, using a large number of historical reviews, data collection methods and so on to observe the review process, development and differentiation, following the theory framework of innovation and development. It completed the following questions by raising the historical logic of the innovation development:why innovation will appear in some countries, while not in other countries? Why it started to differentiation gradually after different countries follow the general theoretical logic began the road of innovation and development? Is what led to the emergence of different differentiation? How to achieve the differentiation? Thus, the abstract of the study is a major innovation for innovation and development of the historical logic.Innovation three:the analysis framework of the theory of logic innovation development which is based on innovation and the development history of Russia. Following the logic context, combined with the actual development of Russia; this research carried out analysis and evaluation on the path ofinnovation and development in Russia. Hope that through this and subsequent research, I can accomplish something in this area,hoping that my study can play an important role to solve major problems in economic and social development of Russiain the future, and can put forward the strategic value of the proposal for the government’s macroeconomic policy.
