Comprehensive Evaluation And Empirical Study On Circular Economy Development In The Blue Economic Zone Of Shandong Peninsula

With the increasing and rapid economic development, environmental pollution,resource shortages and other problems have become prominent. The internationalcommunity recognized the need of finding a new model of economic development toachieve environmental and economic co-benefits. The circular economy is a neweconomic developmental model, as a way to solve the contradictory betweenenvironment and economy, which is recognized by the international community andwidely used. The comprehensive evaluation and empirical study on circular economydevelopment can provide the basis for grasping the development level, developmentaltrend and the existing problems of the circular economy in the blue economic zone ofShandong peninsula. All in all, the research of index system and comprehensiveevaluation of circular economy of blue economic zone of Shandong peninsula has avery important theoretical and practical value.The main content of this paper is to design the index system of circular economy,build a comprehensive evaluation model, and make an empirical analysis of thedevelopmental level of circular economy in the Blue Economic Zone of ShandongPeninsula from2005to2012. Then analyzing the running situation and finding out theexisting problems in the development of the circular economy, finally concluding withrecommendations. In order to get the conclusions which is consistent with the researchobjectives and the actual situation, using the ecological economy, regional economy,the theory of sustainable development, the environmental economic theory, systemsengineering and other related theories and adopting both qualitative and quantitativecombination of systematic, hierarchical, linear research methods to research thecomprehensive evaluation and index system of circular economy in the blue economiczone of Shandong peninsula.First by browsing through researches on the theory and evaluation of circulareconomy both at home and abroad and summarizing its advantages and disadvantages,frequency statistics is applied to collect the indicators used in the articles about theindex system of circular economy. Considering the country’s macro evaluation indexsystem of circular economy and the actual situation of blue economic zone ofShandong peninsula and according to the principles of designing the index system of circular economy, I design a index system of circular economy in blue economic zoneof Shandong peninsula which is made up of4subsystems,21basic indexes.By using the fuzzy analytic hierarchy process and principal component analysis todetermine the index weight and adopting the VIKOR method to make an empiricalanalysis of the circular economy of blue economic zone of Shandong peninsula from2005to2012, to analyze its operational state and to finalize a comprehensiveevaluation of circular economy by linear weighted sum method. Empirical results showthat the economy developmental index of the circular economy of blue economic zonein Shandong peninsula has a clear upward trend as time sequence which indicates thatthe blue economic zone attaches importance to the development of circular economy.According to the rhetorical discuss and the results of the evaluation and combinedwith the present situation of blue economic zone, I sum up the obstructive factors ofthe development of the circular economy and put forward the correspondingSuggestions. The main role of this paper is to provide theoretical basis anddecision-making references for further research on the circular economy in the blueeconomic zone of Shandong peninsula.
