At present, the research on low-carbon city at home and abroad is in theascendant, and many cities have been practicing low-carbon city concept,substantially to promote low-carbon city construction work. The Britishcarried on the earliest attempt, and then Japan, Denmark and otherdeveloped countries also followed by positive development of low-carboneconomy. In the driving of the international low-carbon city constructionpractice, some domestic cities such as Shanghai, Baoding also explored theconstruction path of low carbon city, and accumulated some experience. Asan old industrial base, high energy consumption and high emission problemsare extremely serious in Zhuzhou, so the development of low-carboneconomy is particularly urgent. In order to promote Zhuzhou’s low-carboncity construction work, on the basis of the existing research results, based onthe objective reality of Zhuzhou, this article establishes an evaluation indexsystem of low-carbon city construction, which including the society andeconomy, the resources and environment, the science and technology andthe traffic and building four subsystems, and twenty-one indicators, and thenundertakes a comprehensive evaluation to Zhuzhou’s2000-2010yearlow-carbon development by using the principal component analysis methodand the analytic hierarchy process. The result shows that, the low-carbondevelopment level of Zhuzhou city in the last eleven years on the whole is ina rising trend, and in different years the contribution rate of four subsystems to the low-carbon development will change, which means that differentlow-carbon development stages embodies the different development centerof gravity. But low-carbon city construction is a system engineeringinvolving various aspects, only make the society and economy, the resourcesand environment, the science and technology and the traffic and buildingfour systems coordinated development and mutual promotion, canZhuzhou’s low-carbon development win the further growth of the space.Finally, this paper also studies on the path selection of Zhuzhou low-carboncity construction, and thinks Zhuzhou should promote its low-carbon cityconstruction level by adjusting the industrial structure, optimize energystructure, improve energy efficiency, strengthen the greening of the cityconstruction, promote low-carbon technology research and development,develop public transport system, perfect the green building standards andother aspects.
