In recent years, the huge social benefits generated by the incubator aroused extensive attention. Scholars in this field have studies on the organizational structure, operation mechanism in the incubator and discussed how to improve the performance of innovation incubator. However, many researchers only analyzed from the perspective of the incubator to improve the performance of the innovation incubator by increasing the management level and operating mode of the incubator.They ignored the incubated enterprises themselves in innovation incubator can also give rise to the performance. In fact, the incubation procedure is the process of interaction in the incubated enterprises and external social networks. The incubated enterprises can create all resources they needed for development by internal environment in the incubator. In order to achieve the goal of resource sharing, win-win cooperation and risk-sharing, the incubated enterprises, incubators and other outside.organizations system unite into an Incubator Network. Exactly, the substance of the network is the formation and accumulation of social capital among the members in the network, especially the incubated enterprises who play a central role in the network. The richness of its stock of social capital can hold on the stability of the network and also result in the improvement of the performance.Therefore, in order to mitigate risks, break through the bottleneck of the development of SMEs in the cluster, the cluster SMEs need to be settled in the incubator and create social capital to meet their own development. Basing on the existing achievements and the present situation of the cluster SEMs, this paper combine the social capital of the SEMs, absorptive capacity and innovation performance into a research system. And then, we put forward the conceptual model of the innovation incubator performance, which improved by the social capital of the SEMs through the absorptive capacity. The text is divided into five parts in addition to the introduction. The first part is related theoretical review. Include the industrial clusters, social capital, absorptive capacity, incubation theory. The second part is a theoretical analysis of the impact of social capital on innovation incubator. Such as the type of the networks for SMEs in the cluster, the SMEs social capital connotation analysis, cluster SMEs social capital on innovation incubator performance mode and mechanism of action. The third and fourth part of the paper is the conceptual models and empirical studies of the impact of social capital on innovation incubator. Considering about the characteristic dimension of the social capital, the antecedents is structural dimension, relational dimension and cognitive dimension of social capital, and the outcome variables is the innovation incubator performance, while the absorption capacity of the incubated enterprises is an intermediary variables.Based on this, we build the conceptual model through questionnaires and structural equation modeling. The last part is the conclusion, we make a brief summary of this article, and describe the limitations of this study and make suggestions for future research at the same time.
