Although public building energy-saving implementation is just started, it willbecome an important project for the future in Shenyang City. Opportunities andchallenges co-exist in the energy-saving project in Shenyang City. The effectiveconduct of public buildings energy-saving incentive policies work need be graduallypromoted by a systematic combination of1). a comprehensive analysis of the actualsituation of public building in this region,2). formulation of related management andeconomic incentive policies, and3). active participation of the whole society. Thus,the national standards for energy conservation can be ultimately achievedThe paper is divided into five parts. The first part is of the thesis researchbackground, significance, literature review, innovation and research methods. Thesecond part defines the framework of the concept and meaning of public buildingsenergy-saving incentive policies, introduces the theory of "three circles" explainedMoore circle—circle of value, circle of ability and circle of support, and establishesthe theoretical framework of the thesis. The third part discusses the background of theShenyang City public buildings energy-saving incentive policies, content, andhistorical evolution of related policies. Also, it pointed out the following problems ofpublic buildings energy-saving incentive policies in Shenyang City.1) That the mainbody does not have a clear understanding of the public value targets.2).Need-to-be-improved implementation of public building energy conservationincentive policy, to be to expand public building energy efficiency is the lack ofappropriate economic incentives to support.3).
