Research On The Impact Of Energy Policy Tools On The Public Building Owner Energy-saving Behavior

With the rapid economic development of china in recent years,the problem of building high energy consumption is also coming.However,the low energy efficiency of public buildings and the owners' negative attitude towards energy conservation,resulting in serious waste of energy.Thus will promote the development of building energy efficiency.Public buildings are divided into three categories.Different types of public building owners have different behavior characteristics.However,the existing energy conservation policy tools in our country are lack of pertinence,which results in no significant effect.Based on this,this paper studies the impact of public building energy efficiency policy tools on different types of public buildings.Firstly this paper defines the concept of public building owners and the energy saving of public building owners.In addition,this paper also defines the types of energy saving behavior of ownes and the energy saving policy tools.Energy saving behavior includes technical energy saving behavior and management of energy conservation behavior.Energy policy tools include mandatory management policy tools,economic incentive policy instruments,information propaganda policy tool and voluntary agreement policy instruments.Secondly,basing on the behavior characteristics of public building owners,this paper puts forward the conceptual model and research hypothesis of the impact of public building energy conservation policy tools on the owners' energy saving behavior.Thirdly,using multi group structural equation model to verify the hypothesis and identify the impact of public building energy conservation policy tools on the owners of energy-saving behavior.Then,the results are compared and analyzed.Finally,based on the analysis results,the following suggestions are put forward.The suggestions for government office buildings:(1)Change the energy cost "accountable" system and innovative energy expenditure reimbursement and incentives model as soon as possible.(2)Set up specialized agencies to strengthen energy detection.(3)Establish energy efficiency assessment mechanism.The suggestions for public welfare buildings:(1)Create 'new energy-saving technology' buildings.(2)Establish energy audit institutions.(3)Encourage public welfare public buildings to buy ‘amount of energy saving'.The suggestions for commercial public buildings:(1)Improve the economic incentive policy tools.(2)Accelerate the application of contract energy management model.(3)popularize Information propaganda policy tool and voluntary agreement policy tools.The results of this study can provide a reference for the government to formulate the public building energy efficiency policy tools.Stimulating the enthusiasm of public building owners to improve energy efficiency by effective policies will make public buildings play a role of social demonstration.Thus promote the development of building energy conservation and social sustainable...
