With the economic globalization and industrial structure upgrading, the main form of which is working in state-owned and collectively-owned enterprises, has changed greatly. More and more newly-added working force, laid-off workers and fresh college graduates obtained employment through flexible employment. Flexible employment plays an important role in creating employment opportunities, promoting economic development and social stability, and flexible employment has up to now become the major way to solve the problem of unemployment. With the development of flexible employment, flexible employees have become increasingly a large and large—scale social group, In our country at this stage, flexible employment groups in society in general or the status of vulnerable groups, in particular the wage income, low cultural level of the group. The question of the social security, particularly in the social pension insurance issues, for the flexible employees is becoming outstanding day by day. if not properly resolve this part of groups of the social pension insurance issues, will the entire socio-economic development of a stable and harmonious many potential safety problems. Therefore, it has become an urgent task to refine the existing endowment insurance of the flexible employees and constitute a system that can fit them and meet their needs.Based on the pension insurance-related theories about flexible employment, this paper analyzes the advantages and disadvantages of the current pension insurance policy, and also proposes several measures to improve the whole system.There are four parts in this article:The first part is mainly about the concept of the Old-age insurance、flexible employees、Premium rate. His part provides the theory’s base for the whole article.The second part describes the background of Shenyang and analysis of pension insurance contributions to the level of the status quo.The third part is the main part of the article. Talk about the analyze of flexible employment pension insurance contributions ability and proposed several factors.The fourth part mainly talk about to impact several major problems of flexible employment pension insurance find out related policies, and look forward to can be helpful for the improvement of the pension insurance system.
