Technological innovation is of greater significance to SMEs in Post Crisis Period. Many SME entrepreneurs try to promote technical innovation process by investing more capital, talents and so on, but with ineffectual effort. Currently, low technological innovation capability is a big obstacle for SMEs, for the owners can’t accurately integrate related resource and make investments in technological innovation. With limited resources such as capital, technology and talents, in order to maximize the effect of knowledge capitals on technological innovation, SMEs need a well understanding of the relationship between technology innovation and the capitals in the form of knowledge.For relationship between knowledge capitals and technological innovation capacities, researchers always shed importance on the effect of human resource capital, but show little accurate understanding on the effect of the embedded capitals such as structural capital and relational capital. What’s more, those researchers didn’t talk much about technological innovation capacity. Taking Jiangsu as an example, this paper discussed the relationship between knowledge capital and technological innovation capacity for SMEs from the angle of knowledge management. First, classified the three dimensions of knowledge capitals, namely, human capital, structural capital and relational capital; then, classified SMEs technological innovation capacities into three factors, namely, innovation decision-making capacity, R&D capabilities and innovative marketing capabilities by exploratory factor analysis; on that basis, used multiple regressions to explore the impact of SMEs’knowledge capitals on their technological innovation capacities.The results are as follows:(1)Each of the three dimensions of knowledge capitals has a significant positive impact on the technological innovation capacity of SMEs;(2)Human capital plays a leading role in innovation decision-making capacity, structural capital plays a leading role in R&D capabilities, relational capital plays a leading role in innovative marketing ability;(3)The study also found that significant differences exists between different SMEs’technological innovation capacities, and knowledge capitals as well. The more mature and larger the SMEs are, the more knowledge capitals they own, and the technological innovation capacity of SMEs in their growing phases are stronger than SMEs in other phases.
